Duties

The below responsibilities will be performed in a developmental capacity unless selected at the GS-12 level. Serves as a specialist in the area of textile analyses and physical testing at the DLA Product Testing Analytical Unit. Responsible for developing, adapting, and evaluating mechanical and physical methods used to perform testing on routine as well as difficult, complex and unusual samples. Responsible for making major adaptations and modifications of established methods and procedures for a wide variety of samples including components, leather, rubber, paper, and textile and equipment items. Perform a limited range of chemical analysis on a wide variety of elements and compounds assigned within DLA Troop Support and other government agencies. Develop mechanical and physical testing methods. Provide technical advice to chemists and other testing personnel and scientists in other Federal agencies on matters in the specialty area. Make major adaptations or modifications to methods and procedures to accommodate new or revised requirements or to solve problems.

Qualifications

To qualify for a Textile Technologist your resume and supporting documentation must support: A. Basic Requirement: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in Textile Technology (Transcripts must be uploaded with application package). OR Combination of education and experience -- courses equivalent to a major in textile technology that included at least 20 semester hours in textile technology and closely related subjects, plus appropriate experience or additional education (Transcripts must be uploaded with application package). B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic Requirement above, to qualify for the GS-07 grade level, specialized experience must be at the GS-05 grade level or equivalent under other pay systems in the Federal service, military or private sector. In addition to meeting the Basic Requirement above, to qualify for the GS-09 grade level, specialized experience must be at the GS-07 grade level or equivalent under other pay systems in the Federal service, military or private sector. To qualify for the GS-11 grade level, specialized experience must be at the GS-09 grade level or equivalent under other pay systems in the Federal service, military or private sector. To qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-07: Perform work within established methods and procedures; prepare samples for testing based on established techniques; perform higher level tasks as training assignments; exercise judgment in selecting the appropriate methods and procedures to carry out analyses and tests. GS-09: Perform established, standardized tests and analyses on a broad range of textile samples; implement new testing methods involving mechanical or physical testing procedures; develop and suggests minor adaptations and fill in the gaps found in newly developed guidelines that govern new testing methods. GS-11: Perform established, standardized tests and analyses on a broad range of textile samples; implement new testing methods involving either mechanical or physical testing procedures; develops and suggests minor adaptations and fills in the gaps found in the newly developed guidelines that govern the new testing methods. GS-12: Knowledge of different textiles and fibers in order to investigate and evaluate various fibers, yarns, fabrics and finishes; knowledge of current textile technology, including commercial practices, in order to develop documents and test methods that reflect state-of-the-art technology; knowledge of textile industry weaving, dyeing and finishing necessary for serving as consultant and advisor to government and industry personnel; practical knowledge of the processes and principles involved in the development of textiles and related items in order to determine appropriate use in military clothing/equipment items. C. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess: GS-07: One year of graduate-level education or superior academic achievement. GS-09: Two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. GS-11: Three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. GS-12: Cannot substitute education in lieu of specialized experience. D. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-07, GS-09 and GS-11, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-07, GS-09, and GS-11. At the GS-09 grade level a combination of superior academic achievement and 1 year of appropriate professional experience OR successful completion of a 5-year program of study of at least 160 semester hours and 1 year of appropriate professional experience is qualifying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study .FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
