The primary purpose of this position is to provide support to the Installation program Director. Manages and administers a comprehensive and diverse year-round, recreation program and facilities that can include community recreation, parks and picnic areas, outdoor rental, resale adventure, activities/camping, RV parks, Liberty Program, ITT, Recreation and Resource Centers, Deployed Forces Support or Fleet, Recreation, Special Events, Command Equipment Issue and Auto Hobby.
Duties
Technical Oversight:
Provides technical guidance and administrative oversight over professional, technical, skilled and unskilled employees utilizing direct and/or indirect supervision of subordiante supervisors and employees.
Ensures adequate staffing, effective training and appropriate supervision is maintained throughout and in compliance with established personnel administration in order to meet mission requirements.
Assigns work, defines priorities, selects and recommends applicants for hire, evaluates performance, recommends pay adjustments/awards, provides or recommends training, approves and/or disapproves leave requests, initiates corrective actions, and recommends formal corrective/disciplinary actions as warranted.
Analyzes manpower problems including making recommendations for reduction or increasing staff levels based on studies, financial posture and program standards.

May serve as an approving official for Government Purchase Card (GPC) transactions.
May serve as Department representative for the liaisons with professional associations, private organizations, command interest groups (ombudsman, advisory boards) and provides information regarding the department and expertise as appropriate.
Guides and directs managers in the development and completion of business plans, financial reports, presentations, correspondences, grants and data calls.
Guides and directs managers in coping with ever increasing demands for quantity, quality, and complexity of services in the face of diminishing resources.
Ensures compliance with all regulatory guidance for the use of appropriated and non-appropriated funds.
Ensures compliance with maintenance, security, and safety of records, reports, files and information relating to MWR Recreation and ensures applicable assets and interests are protected.
Ensures facilities are well-maintained and appeal to the needs of the varied clientele and that they are operated in a cost-effective manner.
Provides advice and guidance to program and facility managers on interpretation and formulation of technical, functional and program activities.
Administration:
Assist the MWR Director or Operations Manager (depending on reporting) in the management, control, development, coordination and execution of assigned programs.
Serves as the principal advisor and authority on matters impacting MWR Recreation programs.
Delivers recreation programs in accordance with CNIC program standards.
Provides advice, guidance and recommendation to superiors.
Works with managers and superiors on site unique policies pertaining to operations of Recreational activities.
Ensures the overall achievement of the most equitable, fair, cost efficient and effective approaches to operating the various activities and programs.
Integrates plans into non-appropriated fund annual budgets.
Plans and submits recreational financial (appropriated and non-appropriated funds) budgets to superiors for approval and operates within those parameters, unless otherwise directed.
Responds personally to complex and delicate problems having implications on overall policies and procedures.
Formulates and monitor application of policies for administration and management of Recreation facilities and services.
Plans, organizes and develops department internal control systems for cash and merchandise and ensures they are in effect.
Works with superior on changes and revisions to instructions and policy directives and provides interpretation of existing policies.
Assists managers in planning and forecasting operational requirements in addition to performance of all program delivery.
Documents deficiencies and operational problems and initiates corrective action and management strategies.
Reviews and analyzes programs continuously, conducts activity visits to ensure activities maintain equitable and consistently high standards of performance and customer service in the management and operation of their programs.
Aggressively works towards achievement of meeting program standards and achieving accreditation status.
Identifies, on a continual basis, areas for potential improvements or more efficient services and establishes objectives toward that end.
Works with superiors to prepare long range plans to ensure supplies, equipment, funds and facilities are available to efficiently operate programs.

Requirements
- Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.

Qualifications

Specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.
Specialized experience must demonstrate the following:
A four-year undergraduate degree in Recreation or three years of comparable experience that illustrates a progression in management experience is required.
Possesses comprehensive knowledge of recreation policies, requirements, administrative practices, and procedures relating to the planning, budgeting, scheduling, and coordinating of recreational programs and the efficient operation and utilization of facilities and equipment.
Must be capable of organizing and operating several facilities/programs simultaneously.
Must possess skill in negotiating program issues and operational requirements with patrons and personnel inside and outside the local installation and community organizations.
Must have knowledge of general business principles for financial planning/reporting and of the Department of the Navy budget process methods for APF and NAF funds to ensure optimum use of resources.
Ability to plan, present, and execute budgets and to analyze impact on programs and to forecast long term funding requirements.
Knowledge of business principles and personnel management.
Ability to communicate and clarify the application of the department's policies to employees and management personnel.
Ability to develop, explain, justify, persuade, and deal with a wide range of problems and with people of diverse backgrounds.
Demonstrated ability to manage various functions through a subordinate staff.
Ability to communicate proficiently both orally and in writing.
Hours of work will vary as required by the needs of the program to include split days off, evenings, weekends, and holidays.
May be required to work early, late, and on weekends and holidays.
Wears protective clothing and equipment as situations warrant.
Must be able to satisfactorily complete a suitability background check.
Must possess and maintain a valid state driver's license for operating government vehicles.
Must be able to obtain and maintain First Aid and CPR certifications. Travel may be required.
