Incumbent serves as the facility Chief, Operations and Maintenance Section for the Facilities Management Service (EMS) and is responsible for the day-day management and oversight of operations, maintenance, repair, and utility systems serving all buildings, grounds, and other components of the VA Sierra Nevada Heath Care System (VASNHCS) and outlying areas and leased space.

Duties

Duties include but are not limited to: The incumbent functions in full capacity of Facility Operations Section/Division Chief for the Engineering Service Line in performance of all staff responsibilities involved in Maintenance Operations for the Sierra Nevada Health Care System. VASHNCS. Works collaboratively with his/her direct counterparts consisting of the Chief of Construction & Projects Engineer (CAM) and the Chief Biomedical Engineer in the performance of the technical and professional duties of Engineering in both the operational and staff consultant aspects. Works in conjunction with the Engineering Deputy, Section Chiefs, & Management Analyst, to formulate and defend budgets before Medical Center management, VISN and VACO and implements a system of internal controls that assures fiscal management of the approved budget in accordance with generally accepted accounting practices and within assigned fund control point ceilings. Assigns work to subordinates and/or subordinate maintenance shops based on priorities, consideration of work complexity, requirements of the job/project involved, etc. Administratively addresses a multitude of issues that may arise within sections and with staff under purview. Creates, analyzes, and reviews various engineering data. Maintain continuing education credits associated with supervisory controls, means and methods, as well as knowledge-based training on systems and programs under purview. Conducts regular tours of the facility to determine effective utilization of engineering resources by observing employees at their work sites and by soliciting feedback from customers, taking appropriate corrective actions when necessary. The incumbent serves as the Chief, Operations and Maintenance Section establishes and implements operating procedures and policies in accordance with established objectives, schedules, and program funds. Develops detailed quantitative and qualitative methods and techniques covering complex maintenance program functions. Develops, evaluates, and implements immediate and long-range goals, objectives, plans and schedules to meet substantial changes in program authority and/or funding. Develops, implements, evaluates, and improves processes and procedures to monitor the efficiency and productivity of the programs managed. Work Schedule: Monday - Friday 7:30am - 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupation Requirement: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. or Specialized Experience: Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. GS-13 Minimum Qualifications: You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Walking around facility, climbing ladders, use of tools, kneeling, sitting, able to work in inside and outside environments, and be able to carry up to 50 lbs.
