This position is located with the Bureau of Indian Affairs, Midwest Region in Bloomington, Minnesota. Provides leadership, oversight and support for the administrative functions of the Region.
Duties
Works directly with the Regional Director and Program Managers for Trust and Indian Services (Deputy Regional Directors) in analysis, preparation, and response to a wide variety of initiatives originating from Central Office, congressional inquiries, OIG, the Midwest Region, and other agencies.
Defines and implements both short term and long-range activities to enhance the operation of regional programs and administrative activities, including multi-year strategic workforce and succession planning.
Provides advice on appropriate funding mechanisms such as contracts, support agreements, and cooperative agreements with other government agencies or entities, universities, or private organizations.
Serves as administrative expert and technical advisor on management policy relating to human resources planning and development, supervisory controls, delegations of authority, performance management, and employee relations. Coordination of major administrative functions is done by serving on interdisciplinary teams assigned by Regional Director.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative Management Positions).
GS-13 Minimum Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector.
Specialized experience is defined as: Monitoring or completing the implementation of OIG and GAO recommendations; coordinating regional serving as a regional or equivalent FOIA Coordinator; serve as a lead responding to Department or Bureau data calls; conducting management and budget analyses; drafting and recommending performance measures; using qualitative and quantitative methods for the assessment and improvement of program effectiveness and improvement of management processes and systems on both a short and long term basis; conducting studies to evaluate management programs, funds, and staff utilization within a region; providing technical assistance to all levels of management concerning budget, human resources, and strategic processes and issues; coordinating, overseeing, and monitoring movement of vacant positions through the classification and recruitment stages; providing workforce planning and analysis at a regional or multi-site level; and establishing and/or monitoring a process for succession planning.
