Duties

The incumbent will support the Commercial Services Program by developing prospectus documents leading to the successful and timely announcement of a competitive prospectus. This involves working with park staff, WASO personnel, regional staff, and contractors to facilitate perspectives by appropriate technical experts while ensuring all project requirements are met. The incumbent will use knowledge of the NPS Concessions Program to set project goals, project timeline, and implementing and tracking the same. The incumbent will assist in evaluation of proposals upon solicitation of the prospectus. The incumbent will support the Commercial Service Program through knowledge of applicable laws, regulations, policies, procedures, and contract provisions in prospectus development, concession contract management, and Commercial Use Authorization support. Incumbent will provide customer service and collaboration to park staff, concessioners, stakeholders, and WASO personnel on the Commercial Services program, maintain business acumen related to commercial services, and will conduct market studies, feasibility studies, and analyze historical commercial services data. Physical Demands: No special demands are required to perform the work. Normally the employee may sit comfortably to do the work or walk reasonable distances. There may be some extended walking through concessions facilities, carrying of light items such as papers and files, or driving an automobile. There may be some requirements to travel on water vessels and small aircraft. A current driver's license may be required. Working Conditions: The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meetings and training rooms, or commercial vehicles (e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals). Travel may be necessary and frequent in order to provide support for the program, to attend meetings, conferences, and site visits. The incumbent may, at times, be required to visit backcountry facilities and operations which could involve challenging terrain or conditions.

Qualifications

All qualifications must be met by the closing date of this announcement-08/30/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-13 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Preparing complex prospectus documents or request for proposals; interpreting and explaining laws, regulations, and policies pertaining to concession contracts, hospitality services, concessions asset management, or similar industry to various audiences; conducting or providing oversight of periodic evaluations for concessioner in a federal park or recreational area; or providing professional advice to a management team in a park concession operation or similar industry. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
