The incumbent serves as a Medical Technologist with specialized training and experience in the Laboratory Information system. Assists the primary Laboratory Information Manager in maintaining the Lab Information system, including, but not limited to, procedures/policies, testing new patches, creating and validating new tests, modifying and validating workload, CPT, and SNOMED codes, and regulatory compliance.

Duties

Major Duties include, but are not limited to: Plans, develops, and evaluates all administrative issues for the Beckley VA Medical Center in conjunction with the Laboratory Manager. Provides administrative guidance to the Laboratory Manager and Chief of P&LMS. Provides counsel to the Laboratory Manager on proposed solutions that would enhance quality assurance for patient care and resource utilization on health care delivery systems and operations issues in support of ICARE. Such counsel encompasses a wide range of issues such as patient flow and process variations; performance measures; patient care and patient safety, critical lab values, turnaround times, operations, compliance, and employee/patient feedback. Serves as the timekeeper and scheduling supervisor for the laboratory department. Provides direct supervision of the laboratory Medical Technicians, assisting the Laboratory Manager in all aspects related to human resources including, but not limited to: identifying problem areas and providing management with solutions to correct poor work situations, and prevent potential problems; assisting with performance appraisals and disciplinary actions. Assists in maintaining all scheduling activities within the laboratory services department. Demonstrate initiative in completing tasks and bringing issues to Laboratory Manager and Section Chief. Organizes work and sets priorities to meet deadlines while maintaining technical competency in all areas of the laboratory including phlebotomy and other duties as assigned. Analyzes and reviews documentation procedures and controls, files, directives,forms, records control and disposal procedures, and office automation. Performs equivalent management information studies having impact on several sections throughout the service with functions that are extensively interrelated. Ensures policies and work practices adhere to accreditation standards and governing bio-safety and biosecurity in the workplace. Assists in the coordination and interpretation of accreditation standards for Joint Commission, College of American Pathologists (CAP) American Association of Blood Banks(AABB), Food & Drug Administration (FDA), Occupational Safety and Health Administration (OSHA), VA Regional Commissioner and/or other laboratory accreditation or review programs including compliance with 1106.1 VHA Handbook. Consistently communicates and treats customers (Veterans, their representatives/family members, patients, visitors, and all VA staff) in a courteous, professional, and respectful manner. Provides excellent customer service to each customer with consistent information according to established policies and procedures. Appropriately and constructively handles conflict and problems when interacting with customers. Supports and assists in the implementation of new techniques and procedures in the laboratory in terms of equipment, method comparison, and establishment of reference intervals using statistical methods and theoretical knowledge. Interprets findings and makes recommendations. Implements improvements to eliminate barriers to workflow, promote courtesy, and team building. This includes informal mediation to resolve employee complaints or grievances Laboratory liaison for the Green Environmental Management System (GEMS). Performs a broad range of laboratory procedures including all testing and tasks of the medical technologist occupation. In addition, performs advanced and complex laboratory procedures; recognizes deviation from expected results; analyzes and corrects problems using scientific principles. Evaluates and solves problems related to collection and processing of biological specimens for analysis considering physiologic processes and requirements. Provides direction regarding test results, methodology, and specificity, and specific factors which influence test results. Interprets results and suggest follow-up test selection or procedures. Basic Requirements Education and/or Experience Combination A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.). AND Completion of a medical technology clinical practice program. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CAAHEP, formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four-year program of study that culminated in a baccalaureate degree.OR, A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND two years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP-BOR) or American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. OR, A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND Five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory.Do you meet one the above education and/or experience combination. Grade Level Experience GS-11: In addition to the minimum requirements, applicants must meet the grade level requirements and ALL of the demonstrated knowledge, skills, and abilities (KSA) for the respective GS-11 Specialized Experience: Candidates must have one year of specialized experience at the next lower level (GS-9). Examples of experience include: Comprehensive knowledge of professional MT principles, practices, concepts and theories providing for sound independent work. Comprehensive knowledge of laboratory quality control and assurance procedures and principles of performance improvement in order to manage reagent and supply inventories and document control systems. Develops,performs, evaluates, interprets, correlates and validates the accuracy of laboratory procedures and results ensuring all laboratory regulatory requirements are met. Testing procedures are performed on a variety of biological specimens and/or environmental samples using manual or automated techniques, following practices and regulations governing bio-safety and biosecurity in the workplace. Monitor quality control systems and measures; collaborate in the diagnosis and treatment of patients; and provide education for laboratory healthcare professionals and the public in a professional, courteous and effective manner. Work is a variety of laboratory disciplines, such as chemistry, microbiology, immunology, hematology, and immunohematology. OR, Education.Must have 3 full years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree in medical technology or a directly related field. AND, Knowledge, Skills, and Abilities: Knowledge of Federal and state laws, regulations and accrediting/regulatory requirements in order to develop plans and procedures for the laboratory. Knowledge of laboratory quality management procedures and principles sufficient to establish and monitor a laboratory quality management program and/or education and training of laboratory staff. Demonstrated leadership and managerial skills including skill in interpersonal relations and conflict resolution in order to deal with employees, team leaders and managers. Ability to perform the full range of supervisory duties which includes responsibility for assignment of work, performance evaluations, selection of staff, recommendation of awards, advancements and disciplinary actions. Ability to plan, organize, set short and/or long term goals and conduct studies on technical and administrative problems, including personnel shortages, organizational structure, new technology, etc. Knowledge of concepts, principles and methods of clinical laboratory technology and operations. Certification. Candidates must have either below: Candidates must currently possess the appropriate certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT. For positions up to the full performance level, candidates must currently possess the categorical or specialist technologist level certification from the certification agencies listed above, such as, but not limited to, chemistry (C/SC), hematology (H/SH), microbiology (M/SM), molecular biology (MB/SMB) and blood bank (BB/SBB). Technologists with categorical or specialist certifications may only perform duties within the area of the laboratory specific to their categorical certification (e. g., an individual with a chemistry (C) certification can only perform duties in chemistry). English Language Proficiency. MTs must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a. Physical Requirements: Moderate lifting, 15-44 pounds, moderate carrying, 15-44 pounds, use of fingers, both hands required, walking (2 hours), both legs required (one leg or foot may be compensated by a prosthesis), ability to rapid mental and muscular coordination simultaneously, depth perception , ability to distinguish basic colors, ability to distinguish shades of colors, hearing (aid permitted), good distant vision in 1 eye and ability to read printed material the size of typewritten characters (glasses permitted).
