The Supervisory Social Worker manages administrative and oversight of the clinical aspects of the Care Coordination and Integrated Case Management (CC&ICM) Program. A substantial portion of the workload directed by this position will be carried out at one or more locations that are physically removed from the main unit under conditions that make day-to-day supervision difficult to administer.

Supervisory Social Worker for social workers in Social Work Service including those in community programs, for grades from GS-9 to GS-12. Responsible for the professional and administrative management of an area in a social work service, for a two-division facility, and additional CBOC's. Scope of program and supervision requires knowledge of various program designs, operations, guidelines, standards, performance and outcome measures as well as technical information. Incumbent is responsible to provide direct clinical services, and resolve problems that arise regarding patient care issues. Incumbent manages and controls the use of data related to all programs regarding day to day functioning and program evaluation.
As an advanced practitioner, incumbent serves as the Social Work Supervisor of several programs including but are not limited to (HBPC, Geri-PACT, etc). Incumbent is responsible for staffing, work assignments, some budgetary input, treatment services provided, and admission criteria for the programs. As the social work supervisor, incumbent is responsible for working with and advising a team of clinically independent professional practitioners who function with a relatively high degree of autonomy. In addition to above duties incumbent provides direct clinical services, in each of the programs, while also being available for Employee Assistance Program referrals & assists with the SW Intern program and ACORN implementation.
The incumbent is the CC&ICM Program Co-Coordinator, therefore is administratively responsible for the clinical programming and daily operations of the VA St. Louis Healthcare System (VASTLHC) CC&ICM program. Develops and implements policies and procedures specific to VASTLHC and ensures compliance with local facility, VISN, Office of Nursing Service (ONS) and Care Management and Social Work (CMSW), and VA Central Office directives and handbooks, as well as the Joint Commission, and other accrediting bodies and regulatory standards as needed. The incumbent is responsible for the planning, development, implementation, monitoring, and evaluation of program operations. The incumbent manages and controls the use of data related to these programs regarding day-to-day functioning and program evaluation. In conjunction with the Service Chief and/or supervisory designee and nursing counterparts, plans, organizes and directs administrative, operational, Veteran and personnel activities for the service. Other duties include, but are not limited to:
Observes workers' performance; demonstrates and conducts work performance critiques as well as provide informal feedback and periodically evaluates employee performance.
Provides advice and counsel to workers related to work and administrative matters while invoking disciplinary measures as appropriate to the authority delegated in this area as well as reviewing and approving or disapproving leave requests.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
Loss of Licensure or Certification: Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment.
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Grade Determinations: Supervisory Social Worker, GS-13
Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Additionally, a social worker with advanced practice skills and personal qualifications that meet the standard for the supervisory social worker will have passed an advanced generalist or clinical Association of Social Work Boards (ASWB) examination.
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Ability to independently organize work, set priorities, and meet multiple deadlines.
Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
Ability to ensure provision of clinical social work services by supervised social workers.
Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
Ability to provide staff training and development.
Assignment: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multidivision facilities and CBOCs). Preferred Experience: Knowledge of CCICM, previous Supervisory experience, experience with PACT, HBPC and GEC.
