THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Deputy Chief of Staff Information Management (DCSIM), Hartford, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard.

Duties

This is an indefinite position that may convert to permanent without further competition. JOB SUMMARY: The purpose of this position is to function as a technical specialist on issues relating to the wide area network (WAN) and local area network (LAN) systems and their integration in the network. The work involves network administration, optimization and performance in support of the supports the state's wide area command and control integrated network. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Performs a variety of network device configuration and connectivity tasks. Executes procedures and coordinates corrective action to optimize network performance. Installs, configures and monitors tested and evaluated software packages that provide performance measurements of the WAN/LAN. Implements the standard configuration software loads for all network devices. Utilizes benchmarks and performance measurement and evaluation data to manage network servers and data communication devices to support normal and surge workload. Works with technical support personnel in resolving critical problems. Uses remote management software tools to maintain and update configuration, protocol and user/system files. Documents and tracks change to configuration, protocol and user/system files.

Requirements

  • National Guard Membership is required.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • Must meet Compatible Military Assignment within one year from placement.
  • Wear of the military uniform is mandatory.
  • Direct Deposit is mandatory.
  • Must be able to obtain and maintain a secret security clearance.

Qualifications

GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following: Experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the transmission, storage, and retrieval of information in voice, data and/or video formats, information processing methodology, computer capabilities, processing techniques, and information security techniques in a tactical and fixed operating environment. Knowledge of communications systems and network systems technology and operations, sufficient to design, plan, manage, install, integrate, test, maintain, and/or execute tele-communications and network systems, services, or operations needed to satisfy the mission requirements. Knowledge of how the network and communication systems interacts with and affects the over all weapons system. Knowledge of a wide range of IT concepts, principles, methods and practices to plan and provide network services that support mission requirements. Knowledge of a wide variety of communications systems, technology, and operations, as well as methods, procedures, regulations and other guides that relate to a particular area. Knowledge of the Spectrum Management Program policies and requirements to include use of automated spectrum management software tools. Knowledge of a wide range of information technology methods, techniques, and procedures. Knowledge and understanding of the capabilities and limitations of software, utility programs, network management systems and programming aids as they apply to Local and Wide Area Networks with multiple operating system client server configurations. Knowledge and skill in applying DOD, AF, and NGB policies, standards, directives, and operations manuals to perform systems analysis, evaluate approaches, offer advice, define alternative approaches, and coordinate requirements regarding the merits of proposed applications, design changes, etc. Knowledge of systems documentation, configuration, management, database administration, and capabilities related to information systems, client server applications, testing, integration, and cost analysis. Knowledge of a wide range of systems analysis and design techniques including data and process modeling, alternative design approaches, configuration management, and computer equipment requirements related to networks. Ability to carry out studies to advise on the merits of proposed applications, designs, and design changes to modify and adapt precedent solutions. Skill in evaluating innovative approaches in formulation of programs or systems specifications. Ability to identify needed system modifications, advise on alternative approaches, and tolerate all aspects of a project to fulfill a broad range of network and user requirements. Ability to apply innovative approaches in the formulation of solutions involving programming or systems specifications. Knowledge of the overall system, network, and communication architecture and overall project scope to evaluate new systems to be integrated or converted so they work with in current or proposed architecture and provide alternatives, costs, training concerns, and recommendations for conversion and/or integration. Knowledge of hardware, software, network operations functions, packet switching communications protocols, and diagnostic tools to gather and analyze difficult and complex system and end user problems, furnish assistance, and provide a resolution. Knowledge of the mission, objectives, terminology, and management practices in the organization to recognize probable areas of interaction and overlap between proposed and existing systems. Knowledge of a wide range of communications and computer security, techniques, requirements, methods, sources, and procedures. Knowledge of the AFEKMS program and related hardware and software. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. MILITARY GRADE (Prior to Appointment): Enlisted: E-1 through E-9; Warrant: WO1 through CW5; Officer: O1 through O3 UNIT OF ASSIGNMENT: Any unit within the state CONDITION OF EMPLOYMENT: This position is covered under the Information Assurance Workforce Improvement Program and requires Information Assurance (IA) Technical Level II Certification. IA Baseline Certification is required within 6 months of assignment to the position. Employee will be required to maintain certification status and complete continuous education or sustainment training as required by certification. Failure to receive the proper IA certification may results in removal from this position. Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance. SPECIAL REQUIREMENTS: This position requires a security clearance (Secret) which the applicant must possess or be able to obtain a clearance within one year of appointment.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: At the GS-11 level, a Ph.D. or equivalent, or 3 years of
progressively higher level graduate education leading to such a degree. (Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks).

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.

You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
