Duties

The employee must have the ability to utilize computer equipment and software applications to input, manipulate, update, and maintain data and request reports. The employee must have the ability to read maps, aerial photos, and master title plats. The employee must be able operate a motor vehicle and have the ability to drive a four-wheel drive vehicle. Assist in gathering information and data necessary to complete environmental reviews from on-site examinations. Review applications and proposals and Plans of Development for accuracy and compliance with established land management and planning regulations and guidance. Establish and maintain case files by creating serial numbers, tracking actions on the case, and interactions with operators. Employee prepares environmental assessments on routine and non-controversial realty casework. Employee leads and/or conducts routine on-site compliance inspection rights-of-way permits, R and PPs and other land use authorizations to assure compliance with stipulations.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. For GS-09: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: Processing a variety of land cases that involve related steps, processes, and methods. Cases require an individual approach depending on their location, environmental considerations, proposed use, available data, and consideration of alternative action. Cases also involve differing land parcels, utility issues, and interaction with different public groups. The individual in this position must decide which regulations or directions apply to a specific realty case. The work involves learning how to gather, analyze, and process information, and make defensible recommendations on a wide variety of lands and realty actions including, rights-of-way's, communication sites, land acquisition and disposal, Recreation and Public Purposes (R&PP) actions, exchanges, permits, leases, withdrawals, and trespass. The employee learns how to adjudicate assigned casework with a limited number of complex variables and issues. The work of the employee affects the accuracy, reliability, or acceptability of further processes or services of the immediate office unit. -OR- Two years of progressively higher-level graduate education leading to a master`s degree or master`s or equivalent graduate degree in directly related fields of study. -OR- Have an equivalent combination of the type and level of experience and education described above. Only graduate level education in excess of the first year of may be combined with experience. For GS-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience processing various types of routine land cases such as rights-of-way, land classifications, withdrawals, leases, permits, recreation and public purpose leases/patents, airport leases/patents, trespasses, etc. This experience includes field examinations and National Environmental Policy Act work. The employee provides technical expertise for a variety of conventional land and realty transactions and problems in the office. The work affects relationships with local landowners, operators, and related local government entities. The work assures that authorized uses of public land will be in compliance with applicable laws and regulations. Accurate, timely, and reliable lands and realty work on the part of the employee contributes to meeting the accomplishments and commitments of the Office and the Bureau work plan. -OR- Three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in directly related fields of study. -OR- Have an equivalent combination of the type and level of experience and education described above. Only graduate level education in excess of the first two years may be combined with experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work is split between sedentary and physical. Because the employee may lead or often conduct on-site examinations, there is some walking, standing, bending, and requiring normal physical exertion. Onsite visits require physical ability to traverse remote rough country by cross country vehicle or by foot, sometimes in extreme climatic conditions to conduct field inspections. The field duties of this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas. Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions. The work environment varies from an office setting to working outside in isolated areas under adverse weather conditions. The employee usually works alone while in the field. Temperatures in the field vary from minus 10 degrees Fahrenheit to 105 degrees Fahrenheit. Work in the office will generally be at a desk. The employee will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
