About the Position: This is a Regional Economist, GS-0110-12 position with USACE, Southwestern Division (SWD), Fort Worth District, Regional Planning and Environmental Center (RPEC). This is a permanent and full-time position with one vacancy that may be filled at any of the following duty locations: Fort Worth, TX; Galveston, TX; North Little Rock, AR; or Tulsa, OK. The duty location chosen is at the discretion of management and will be determined at the time of selection.

Duties

Conduct economic analyses of Civil Works plans and projects. Develop appropriate solutions or approaches to resolving complex or unusual economic problems surfaced in water resource studies, and in the absence of precedents and guidelines, selects the best approach. Prepare appropriate portions of survey reports, General Design Memoranda, Environmental Impact Statements and other planning and engineering products. Assist planning study managers in developing the scope of the overall study and in determining the inputs from other disciplines needed to accomplish the economic and social impact analyses.

Additional information about transcripts is in this document. Basic Requirement for Economist: A. Degree: Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Evaluating economic impacts of water resource projects and plans; 2) Assisting with conducting economic analysis of civil work plans and projects; AND 3) Preparing reports and other documentation of economic impact analysis and forecasts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsPlanning and EvaluatingProject Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
