About the Position: This position is located at Fort Sam Houston, San Antonio, Texas and works under the supervision of the Chief of the Implementation and Evaluation Branch, Instructional Technology Division, Curriculum Development Department. The incumbent performs data collection, data analysis, course evaluation, and responds to inquiries via various learning management systems.

Duties

Coordinates with the AMEDD Personnel Proponency Directorate for program start allocations and utilization tour position validation. Knowledge Management (KM): Serves as the Knowledge Management Representative for the directorate. Assists with the development of training needs/programs for Long Term Health Education and Training (LTHET). Serves as a trainer for the database of record for LTHET programs. Works with the MEDCoE KM, Public Affairs Office and G6 to maintain current on all KM requirements and attends related required training.

Specialized Experience: One year of specialized experience which includes an administrator role in various systems such as Enterprise Lifelong Learning Center Blackboard (ELLC Bb), Army Training Requirements and Resources System (ATRRS), Army Learning Management System (ALMS); experience in using the instructor role in Blackboard or comparable learning management system to distribute educational products and courses; assists in setting up training sites to support distributed learning (online) and/or resident (blended) instruction; evaluates current and new technology to assess the applicability of procedures and instructional technology for the organization; provides recommendations for implementing improvements to training development, instructor training, implementation and evaluation processes; utilizes data gathering techniques, interprets results, and conducts validation and evaluation analysis, as well as other educational/ distributed learning program metric analysis to determine training effectiveness and preparing reports outlining findings, results and recommendations from those studies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Master's in Education, Master's in Education and Technology, Master's in Education in Learning, Design and Technology and Master's in Training and Development. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Data Collection and AnalysisData ManagementEducation and Training Program AdministrationOral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
