You will serve as a BRANCH MANAGER in the CYBERSECURITY AND SOFTWARE DIVISION, DIGITAL ENGINEERING DEPT D00 of NAVAL SURFACE WARFARE CENTER, Port Hueneme.

Duties

You will serve as Branch Manager providing Cybersecurity In-Service Engineering (ISE), life-cycle design, engineering, and maintenance for weapon systems. You will provide program resource and execution guidance, oversight and responsibility planning, technical direction, and personnel management for the assigned branch. You will maintain responsibility and accountability of resources adhering to established relations, guidance, policy and procedures in the execution of the mission of the assigned branch. You will prepare and present proposals; plan, schedule, organize, execute, and control project, and communicate technical information effectively both orally and in writing. You will manage positions and pay, selection and assignment of employees, employee training and development, manage employee communications, evaluate performance, utilize incentives, administrate leave and timekeeping. You will be responsible for yearly Task Planning Sheet (TPS) and Work Breakdown Structure (WBS), SCRUM, Program Increments (PI) planning, budget estimates, and Program Office Memorandum (POM). You will contribute to the development, maintenance/evolution, and execution of Command's policy, strategy, and initiatives in support of today's mission as well as the evolution of mission to support tomorrow's war fighters.

• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band ND-04 (GS-12/13) or grade level in the federal service or equivalent experience in the private or public sector as a professional Engineer applying engineering theories, practices and principles to the planning, technical direction, and execution of test and evaluation and employee development regarding Cybersecurity events for the support of Command policy regarding complex combat or weapons systems. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
