Duties

This position is located in the Office of Budget, Finance and Management (OBFM), Office of Budget (OB), and reports directly to the applicable Office Director or Deputy Director. Writes products for internal and external SSA stakeholders, including the Office of the Commissioner, OBFM, OB leadership, OMB and congressional audiences. Products may include Commissioner's Budget and Congressional Justification Budget Overviews, Congressional Operating Plan General Statement and Commissioner's Budget and President’s Budget rollout materials. Additional products include, monthly and weekly talking points for OB and OBFM leadership, budget-related agency press releases, agency strategic and performance plans and reports and various ad hoc presentations and research assignments. Serves as a technical authority in writing and editing strategic or budget related materials in compliance with agency policies and procedures, the Office of Management and Budget (OMB) guidance, SSA's QUICC Handbook and AP Style Manual guidance. Provides editorial direction for OB-developed plans, reports, publications and other end products. Reviews the written products of other OB staff members and provides a critique on organization, substance and tone so that a rewrite will make the product acceptable for external publication or distribution to stakeholders. May advise other OB staff members direction as to content and approach. Edits draft materials submitted by other components to ensure accuracy of content, context and readability by laypersons and compiles submissions into a single document to ensure conformance to professional standards of written communications.

Qualifications

MINIMUM QUALIFICATIONS: To qualify for this GS-13 Technical Writer position you must demonstrate at least 52 weeks of Specialized Experience. SPECIALIZED EXPERIENCE must have been gained in a federal position at or above GS-12 OR (if your position and/or experience is in another federal pay scale OR outside of federal service) by performing duties at a level of responsibility and difficulty equivalent to GS-12 or above. SPECIALIZED EXPERIENCE is work directly related to the development and publication of federal budget or strategic plans, reports or other related documents or publications. If you have this experience, your resume must describe, in your own words, the duties you perform that demonstrate it. Since Specialized Experience also has a time component, it must be evident that the duties you describe are at the required level for at least 52 weeks. Reviewers cannot assume you perform duties you don't describe. An affirmative response to the online questionnaire is not sufficient to demonstrate experience.
