The incumbent serves as Deputy State Conservationist and shares fully in the responsibility for the management, leadership, and direction of all administrative and technical functions involved in planning, organizing, and implementing a comprehensive soil, water and resource conservation, applied engineering technology to the land and other technical conservation programs for the NRCS state level operations

Duties

Establish state policy, standards, and procedures, and direct all phases of a complete soil, water, and resource conservation program. Serve as a technical program consultant and advisor. Responsible for coordinating activities and issues with state technical staff as it relates to soil erosion, water quality, conservation operations, watershed flood prevention protection, soil survey implementation, agricultural waste management. Responsible for coordinating activities and issues with state technical staff as it relates to natural resources inventory, municipal, industrial, and agricultural water supply, and other environmental soil and water conservation concerns. Coordinate service programs with other Federal agencies, State and local government officials, public and private agencies, and other groups and individuals. Oversee an administrative program including financial planning and management, equipment and property management, construction contracting, procurement and supply, space management, records management, and communications. Ensure subordinate supervisors carry out policies to achieve management objectives in areas such as labor-management relations and equal employment opportunity.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level. Basic Education Requirement: 0401 Series Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of Education and Experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. 0457 Series Degree: soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. OR Combination of Education and Experience: At least 30 semester hours in one or more of the disciplines as shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education comparable to a 4 year degree. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. Evaluation of Education: Education that provided specialized knowledge and skills in soil and water conservation is more valuable than education that imparted broad but general knowledge and skills. Courses in soil fertility, soil chemistry, soil genesis, plant physiology, plant science, and field crops are examples of specialized courses that contribute towards meeting the required 12 semester hours as described above. Courses in the physical sciences or engineering such as geology, civil engineering, and hydrology also meet the soils, crops, or plant science course requirements where such courses included a complete introduction to the physical, chemical, and biological properties of soils. Evaluation of Experience: Experience that included the application of techniques, principles, and methods from a variety of agricultural and natural resource fields is appropriate, given the interdisciplinary character of the soil conservation occupation. For example, experience gained in a specialized field such as soil science, forestry, or agronomy is as fully acceptable as experience directly obtained in soil conservation work. 0801/ 0810 / 0890 Series Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree be in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) http://main.abet.org/aps/accreditedprogramsearch.aspx; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of Education and Experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience: To qualify for the GS-14 level, you must possess at least one year of specialized experience equivalent to the GS-13 level or higher in Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. Examples of specialized experience include: Identifying and resolving complex natural resources management issues; providing leadership and direction of administrative and technical functions involved in planning, organizing, and implementing comprehensive soil, water and resource conservation planning, and related agricultural problems; providing technical advice, recommendations, and justifications for natural resource management and conservation strategies; developing and implementing multiple-use resource management plans or covering diverse resource management issues; and modifying or adapting standard processes and procedures. Specialized Experience: To qualify for the GS-15 level, you must possess at least one year of specialized experience equivalent to the GS-14 level or higher in Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. Examples of specialized experience include: Providing guidance and direction in administrative and technical functions involved in planning, organizing, and implementing comprehensive soil, water and resource conservation programs and other technical conservation programs for state level operations; directing all phases of a complete soil, water, and resource conservation program; managing the implementation of a system of quality control including program and functional inspections and reviews to evaluate effectiveness of programs; establishing state policies, standards, and procedures; coordinating various tasks with state technical staff as it relates to soil erosion, water quality, conservation operations, watershed flood prevention protection, soil survey implementation, agricultural waste management, natural resources inventory, municipal, industrial, and agricultural water supply, and other environmental soil and water conservation concerns; and serving as a technical program consultant and advisor in developing and improving service-wide policies and procedures. Note: There is no education substitution for the GS-14 or GS-15 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
