The primary purpose of this position is to assist the installation Drug Demand Reduction Program Manager (DDRPM) administer all aspects of the installation and geographically separated units (GSU) (if applicable) military and civilian Drug Testing Programs.

Duties

Assists the Installation Drug Demand Reduction Program Manager (DDRPM) with the DoD military and civilian drug testing programs. Assists the DDRPM with the administrative management of the drug-testing program. Performs administrative duties such as filing, records maintenance, data entry, and updates.

  • May not have a record of conviction by courts-martial, civilian criminal court, non-judicial punishment under Article 15, UCMJ, or a Letter of Reprimand or similar administrative action (Letter of Admonishment, Letter of Counseling) for (Con't)
  • (Con't) misconduct involving dishonesty, fraud, or drug abuse (including use, possession or distribution)
  • Have no pending civilian criminal action or pending administrative action (Separation, Letter of Reprimand/Counseling/Admonishment for dishonesty, fraud or other integrity offenses)
  • This position may, at times work evenings, weekends and/or holidays in order to observe, collect, and store specimens

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes gathering data, compiling reports, and making recommendations based upon analysis of factual information and knowledge of Drug Testing Program rules, regulations and precedents; collecting, packaging, inspecting, testing, and shipping drug testing specimens using knowledge of conventional principles of the urinalysis chain of custody, medical terminology, testing concepts, and established procedures; identifying problems from collected data, and selecting solutions from alternatives in guidelines and precedent cases; updating, maintaining and using approved computer applications for the selection of personnel for random drug testing; preparing clear, concise reports that describe the collection techniques and other processes and procedures; and collecting data and safeguarding confidential drug testing information. OR EDUCATION: I have successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. NOTE: You must submit a copy of transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the Drug Testing Programs sufficient to gather data, compile reports, and make recommendations based upon analysis of factual information. 2. Knowledge of the conventional principles of the urinalysis chain of custody, medical terminology, testing concepts, and established procedures as related to drug testing specimen collect, packaging, inspecting, testing, and shipping. 3. Knowledge of DoD Directives, Air Force Instructions, MAJCOM, and local policies governing military and civilian drug testing procedures. 4. Ability to communicate clearly and effectively, both orally and in writing. 5. Ability to collect data and safe guard confidential drug testing information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
