Duties

About the Position: As the Army's primary integrator of C5ISR technologies and systems, the U.S. Army Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Center conducts Research and Development, or R&D, across a wide variety of capability areas that support all of the Army's Modernization priorities. These include cyberspace operations, electronic warfare, intelligence, data analysis and fusion, tactical network design, wireless communications, radar, sensors, electro-optics, mission command applications, autonomy and machine learning, power and energy, modeling and simulation, counter-IED, minefield detection/defeat and assured positioning, navigation and timing. It is through employment of a dedicated and superior workforce, world class facilities and global partnerships that the C5ISR Center delivers needed capabilities to our Warfighters. Duties: Serves as a Government Security Specialist responsible for the day-to-day multi-disciplined security support of classified and sensitive information as directed by the G2 Chief of Security & Intelligence. Establish, implement, and disseminate local plans, policy, and procedures aligned with current Department of Defense and Army instructions, directives, and policy. Develops and implements a comprehensive security program, responsible for the providing guidance and direction on security policies, processes, and procedures for C5ISR government personnel and support contractors. Responsible for the development, implementation, and oversight of multi security disciplines for all C5ISR Lakehurst facilities and personnel. Oversees and manages the C5ISR Physical, Information, OPSEC, and Industrial Security functions at the Lakehurst sites. Serves as the Special Security Representative administering Sensitive Compartmented Information (SCI) security oversight and direction of C5ISR government and contracting personnel. Collaborates with the G2 team on protection of classified and sensitive information. Conducts self-inspection of the Security program to assess program compliance and implements corrective actions as required. Implements and oversees Preliminary Inquiries (PI) and performs duties in accordance with C5ISR PI procedures. Develops and implements Security Education Training and Awareness for Lakehurst personnel. Serve as the appointed G2 representative for Emergency Relocation Group (ERG) in support of the Lakehurst Continuity of Operations Plan (COOP).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a Drug testing designated position and the incumbent is required to complete a drug test prior to appointment and periodically thereafter DA Form 5019.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret (SCI) security clearance or access for the duration of employment.
  • Appointment to this position is subject to a Three-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Executing the organizational security operational requirements of sensitive information, materials or hostile activities; 2) Establishing procedures for a uniform Security Program; AND 3) Analyzing existing protection programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-02 or GS-11).
