This is a Direct Hire Authority (DHA) for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as vessel master and secondary crane operator on the Crane Barge Manitowoc which is equipped with a Liebherr HS8130 lattice boom crawler crane. Directs and supervises the work of personnel assigned to Crane Barge Manitowoc, Tug Kenosha and Tug Racine.

Duties

In charge of major maintenance and repair of marine construction, breakwater maintenance, general hoisting services, channel maintenance activities and locks and dams. Conducts safety meetings and lifesaving drills for the adequate protection of all personnel on board. Direct preventive maintenance and repairs to engines, equipment, and machinery. Prepare critical lift plans or reviews and approves lift plans prepared by other crane operators. Ability to follow oral and written instructions, and the ability to read and interpret charts and to plan and plot courses to and from work locations on rivers and other waterways. Directs and is responsible for the proper maintenance, operation, administration, and safety of the vessel. Oversee and assist with all repairs to house, hull, machinery and equipment, including major repair work on cables, sheaves, buckets, spuds, and other vessel or crane equipment.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is covered by the civilian drug testing program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
  • This position requires a Crane NCCCO operator's license.
  • Incumbent must possess or obtain and maintain a valid Driver's License in one of the 50 U.S. states.
  • This position requires the incumbent to lift and carry materials weighing 50 pounds or more and will require a pre-employment physical exam.
  • Percentage of time to be spent TDY: 75% TDY

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Master-Derrickbarge without more than normal supervision. I have the ability to perform the most difficult and complex Master Derrickboat duties. I am skilled in and have extensive experience operating land-based cranes (over 30 tons hoisting capacity) and floating cranes (over 50 tons hoisting capacity) in the maintenance of navigation structures and river channels and have performed extensive lifting services and heavy lifting services. I have supervised or directed the crane related activities of a repair crew in conducting major maintenance of navigation structures. I have been responsible for the safe operation of cranes, their inspection and routine maintenance. I routinely prepare critical lift plans, activity hazard analyses, requisition spare parts and provide periodic reports as required. I am considered an expert and work with a high degree of independence. - Failure to meet this Screen Out Element will result in an ineligible rating. PHYSICAL EFFORT: Work requires walking, bending, reaching, standing for prolonged periods, turning, or moving hands, arms, feet, and legs to direct or assist in operations on deck or below. Moderate physical effort is required in accomplishing tasks. Incumbent is subject to physical strain from swaying or jarring movements of the vessel. Close hand and eye coordination is required when operating controls to maneuver vessel in traffic, in confined areas, and during derrick operations. WORKING CONDITIONS: Work is performed both inside and outside aboard floating plant in all types of weather. There is danger of drowning due to accident or storm and particularly due to improper lifting or handling of heavy objects which may cause the derrick to overturn. There is further danger of injury due to blasting operations. The possibility of falling or slipping on wet or icy decks, ladders, etc. is always present. Is exposed to dirt and grease when making minor repairs to vessel and machinery.
