This position is part of the Office of Science - Headquarters, Department of Energy. As a Quality Assurance Specialist, you will proactively lead all aspects of Office of Science management and oversight of laboratory operations in environmental protection, worker safety and health, emergency management, radiological safety, contractor assurance systems, quality assurance, safeguards and security, and clearance determinations, and counterintelligence.

  • Department of Energy's Technical Qualification Program (TQP). The selectee will be required to meet core, position, and site specific technical qualification standards within 18 months from the date of placement in the position.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • This position has been designated as Non-critical Sensitive and requires a security clearance at the L level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
  • This position is included in a Bargaining Unit.
  • This position requires participation in the DOE Lead Auditor Certification Program. The incumbent is required to complete the Lead Auditor Certification within 24 months of entering the program or 12 months if previously qualified.

Qualifications

Applicants must meet the Specialized Experience listed below as well as the following Individual Occupational Requirement: Degree: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Experience in fields such as quality control, quality inspection, contracting and purchasing, supply and storage, industrial or production planning, research and engineering, maintenance, and test and evaluation that provided (1) familiarity with quality assurance or related work, (2) pertinent product or process knowledge and skill, (3) ability to interpret and apply contract requirements and engineering specifications, and (4) skill in dealing with others in person-to-person work relationships. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting 2 of 3 of the following: Providing advice to management on the improvement of federal and contractor Quality Assurance program documentation. Performing investigations and root cause analyses of safety accidents. Assisting with the revision/modification of the agency's Quality Assurance related regulations and/or directives. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
