The Supervisory Program Analyst is responsible for analyzing the operational effectiveness of all CHAMPVA programs, projects, and functions. The position involves supervisory staff management work primary concerned with analyzing, developing, evaluating, and promoting operational. This position will conduct strategic analysis, advocate organizational goals, and establish trusted partnerships with senior leaders and business partners while driving results by using strategic plans and standards.
Duties
These major duties include, but are not limited to:
Supervises 1 GS- 8 Lead Contact Representative and 16 GS-6/7 Contact Representatives.
Serves as a liaison for inquiries on matters pertaining to CHAMVA Eligibility.
Participates in special groups, committees, and conferences which address strategic issues.
Develops work improvements plans and recommends disciplinary measures as necessary.
Make eligibility determinations for the VFMP CHAMPVA program, as well as for the processing of applications for the CLFMP.
Develops and implements internal controls that ensure all program expenditures are compliant with appropriate regulations and laws.
Develops performance plans, provides mentoring, coaching and counseling of subordinate employees.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 6:00am - 4:30pm (MDT) or upon the discretion of the Supervisor.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/27/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 grade level position, applicants must have served 52 weeks at the GS-07 grade level. For a GS-11 grade level position, applicants must have served 52 weeks at the GS-09 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
In addition to meeting the time-in-grade requirements as described above, applicants may qualify based on their specialized experience and/or graduate education as described below.
GS-09 GRADE LEVEL:
Specialized Experience: You must have one year of Specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization.
Examples of specialized experience include:
Responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records.
Knowledge of the theory and principles of management and organization, including administrative practices and procedures
Recommends and implements changes to improve the effectiveness of work methods and procedures.
Develops work improvements plans.
Reviews established records for accuracy, identifies discrepancies and takes corrective action.
OR
Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess a Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL. B. or J. D. if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)

Physical Requirements: The work is primarily sedentary with occasional requirements to walk around in an office building to meet with employees. Most work requirements involve using a computer and standard office automation equipment. The incumbent may need to stoop, bend, reach, or occasionally carry loads weighing up to 20 pounds. Extended periods of intense concentration are required to ensure the accuracy and timeliness of the work products.
Work Environment: The work is performed in an office setting or virtually. Uncomfortable conditions do not normally exist. The employee typically works indoors in an environment involving everyday risks or discomforts that require normal safety precautions typical of such places as offices or meeting rooms. Observance of normal safety practices with office equipment, avoidance of trips and falls, and observance of fire regulations is required. The office work area is adequately lighted, heated, and ventilated.
