Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Air and Marine Operations (AMO), Integration and Analysis Division, Washington, D.C.

Duties

This position starts at a salary of $163,964.00 (GS-15, Step 1) to $191,900.00 (GS-15, Step 10). Typical duties include: Planning for short-and long-term operations for AMO, with a particular focus on interactions with and support from various program office personnel across CBP. Reviewing plans for completeness and compliance within established parameters and independently directs the initiation of organizational planning as determined necessary for successful operation of AMO. Directing staff, in coordination with the EAC and other senior leadership, and taking necessary corrective steps to make modifications to proposals to ensure compliance with policies or to provide improved results. Advising EAC and senior leadership on relevant CBP matters (e.g., plans, initiatives, issues, futures, and policies); coordinates with DHS and CBP staff and with elected officials on major and sensitive issues; and routinely represents and speaks for AMO in meetings and deliberations with these agencies. Reviews all programs for effectiveness and ensures that trends are identified and presented in concert with the urgency dictated by the condition. Determines programs that require closer review and evaluation; providing AMO perspective on all CBP operational programs; and serving as an integrator or lead on selected programs, projects, and subprograms at the request of the EAC.

Qualifications

Experience: You qualify for the GS 15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Leading multiple operational teams of Subject Matter Experts (SMEs) in authoring, editing, and facilitating the content development of agency wide operational requirements Developing collaborative relationships with personnel throughout one's own agency and other partner agencies, mentoring and training Subject Matter Experts (SMEs) to clearly articulate concepts, terminology, and jargon in contextually accurate language that is clear to non-SME readers Comprehending and interpreting statistically complex data into contextually accurate textual and graphical formats that increase clarity of presentation. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/23/2024.
