The GS-11 position is an advanced developmental PD leading to the full performance level PD #3F0930, Audiovisual Production Specialist, GS-1071-12. The duties at this level are characteristic of the full performance PD. The incumbent produces, edits, distributes, and archives photographs, video and audio productions and other multimedia projects from pre- through- post production and distribution in direct support of OHO's internal and external communications goals and training initiatives.

Duties

Serves as an advisor to OHO leadership on multimedia communication goals and planning. Generates new ideas and concepts to further OHO’s multimedia outreach in direct support of major OHO project goals. Assists in the organization and scheduling of the productions, ensures adherence to developed schedules, screens prospective talent and plans for the shoot requirements and location(s). Assists in camera operations, lighting, directing on screen talent, etc. Plans and performs video or photography post-production tasks which includes reviewing footage, making editorial decisions, tape logging, rough cuts, audio adjustment, color correction and final editing using software; utilizes computer graphics and special effects for video post-production in accordance with the overall production concepts; compresses video projects for output; captures recorded video using software and encodes media as appropriate makes video products available in a variety of formats, e.g., Interactive Video Teletraining (IVT) and video-on-Demand (VOD); adds closed captioning as needed . and coordinates internal and external duplication services as required. Performs all aspects of multimedia pre-production, production and post-production including conceptualizing, pitching, scripting, storyboarding, filming/recording, editing, color-correction, captioning and distributing final products. Qualifications

To qualify at the GS-11 level, you must have one of the following: A. At least 52 weeks of specialized experience at the GS-9, or equivalent, which is in or related to the work of the position to be filled which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes: (1) knowledge of the principles, practices, methods, and latest technical broadcast standards and techniques for all phases of audiovisual productions from inception to completion; (2) consulting with team leaders to solve problems related to multimedia production; and (3) the ability to communicate orally and in writing. OR B. A Ph.D. or equivalent doctoral degree; OR have completed 3 full years of progressively higher-level graduate education leading to such a degree, OR a LL.M., (if related), in a field that provided the knowledge, skills, and abilities to do the work of the position. Your graduate level education must be in: Major study -- photography, radio or television production, motion picture production, or other fields related to the position [Transcripts are required to substantiate education]. OR C. A combination of specialized experience and graduate-level education (as described above), that when combined, total 100% of the requirements [Transcripts are required to substantiate education]. To qualify at the GS-12 level: Applicants must possess and demonstrate 52 weeks of specialized experience at the GS-11 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position? Specialized experience includes: (1) Knowledge of the principles, practices, methods, and latest technical broadcast standards and techniques for all phases of audiovisual productions from inception to completion; (2) planning, coordinating, directing, editing and producing recordings for meetings and conferences; (3) providing technical advice and guidance to solve complex problems related to multimedia production; (4) and the ability to communicate orally and in writing. For GS-11: Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree, or LL.M. in a field that is directly related to the position.

Combining Education and Experience: Experience and education as described above may be combined to meet the minimum qualification requirements. Experience and education will be computed as percentages of the overall requirements and must equal to 100 percent when combined.

Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants at the GS-11 only:
Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree, or LL.M. in a field that is directly related to the position.

For the GS-12: Education will not be substituted for experience.

Note: One year of full-time graduate education is considered to be the number of credit hours that the school you attended has determined to represent one year of study. If this information cannot be obtained from your school, we will consider 18 semester/27 quarter hours to be equal to one year of full-time study.
