This position is part of the Defense Human Resources Activity, Defense Human Resources Activity. Defense Human Resources Agency's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive, and provide management information, research, and analysis of human resources and other related functional area databases for the DoD.
Duties
As a FINANCIAL MANAGEMENT SPECIALIST at the GS-0501-12 some of your typical work assignments may include:
Analyzes and conducts the Planning, Programming, Budgeting and Execution (PPBE) activities to ensure the financial accuracy is completed for technical capabilities and requirements of new or changed technologies for the successful operation of Technical Services.
Facilitates the development of Technical Services Budgets by providing input for budget requirements and interpreting and reviewing the year-end funding certification of obligations policies, procedures, and budget execution preparation.
For Budget Execution, tracks obligation of budgets data and ensures compliance with obligations and expenditure plans and statutory limitations through administrative and business functions such as procurement, program budget alignment, accounting, product road-mapping, and develops the acquisition strategies to ensure accuracy of financial information.
Establishing and maintaining a Federal Information Technology Acquisition Reform Act (FITARA) Clearance and Acquisition Strategy for large IT related investments and acquisitions for DMDC/TBO/TS/DHRA CIO.
Provide support with accounting processing and procedures within the Defense Agencies Initiative (DAI) and ensure actions are performed in accordance with the Department of the Defense (DoD) Financial Management Regulation (FMR); which includes ensuring obligations are processed timely and accurately.
Provide plans and objectives pertaining to Operation and Maintenance (O&M), Procurement, Research and Development (R&D), and other Department of Defense (DoD) and non-DoD funding. Assists in preparing annual reports and budgets for submission to Office of the Secretary of Defense (OSD), other federal agencies and the Congress.
Performs financial analysis/cost studies that involve key officials and concern controversial or critical matters, economy of operations, and organizational improvements, often impacting relationships with other groups of operations, and organizational improvements, often impacting relationships with other groups and/or programs.
Applies judgment and ingenuity in interpreting broad policy statements, legislative intent, and broad DHRA program objectives in developing, modifying, integrating, and adapting accounting policies, processes, and procedures to resolve major program deficiencies and to provide accurate and timely financial information for evaluating DHRA's financial condition.
Participates in assisting in providing recommendations, actions and works corrective action plans to collect deficiencies in procedures for DHRA policy and FIAR initiatives.

Qualifications
Applicants must demonstrate in their resume at least one (1) year of specialized experience that equipped them with the knowledge, skills and abilities (KSA's) to successfully perform the duties of the position and is directly in or related to this position. To be creditable, specialized experience must be at the next lower grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Knowledge of accounting theory, concepts and generally accepted standards, principles, practices, method and procedures.
Knowledge of accounting, financial services, budget formulation, and budget execution of processes, practices and procedures.
Ability to advise leadership and customer base on laws, regulations, and agency policy in these areas.
Knowledge in executing the planning, tracking, and coordination of a multitude of Agency-wide efforts designed to achieve the strategic goal of passing scrutiny of an external audit and sustaining and unqualified audit opinion.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
