This vacancy is for an Information Technology Program Manager in the National Telecommunications and Information Administration within the Department of Commerce.
Duties
As an IT Program Manager, you will perform the following duties:
Advises in the development and implementation of Office of Spectrum Management (OSM) automated spectrum management tools, products, and capabilities, and an expert in project management for IT implementation. Provides oversight and leadership in the execution of broad and complex technology initiatives to effectively service the Federal spectrum management business requirements. Identify requirements for infrastructure configuration or change management, and develop Information System testing strategies, plans or scenarios.

Identifies and mitigates risks. Utilizes project management software tools to ensure projects are kept on schedule and within budget by applying various project management methodologies. These include cost and time estimates, performance metrics and identifying and managing project risks and dependencies.
Provides briefings on all aspects of the project and understand the organizational mission and corporate direction.
Communicates policies, direction, and needs to ensure resources are aligned with IT strategic direction.

BASIC REQUIREMENT:

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service performing the following InformationTechnology(IT) related duties. Specialized experience is defined as:
Providing electromagnetic spectrum-related technical input to IT software projects and acquisitions;
Directing IT projects to ensure established milestones and budget goals;
Developing Spectrum Information System testing strategies, plans, or scenarios; and,
Providing presentations or briefings on all aspects of a project, detailing the organizational mission and corporate direction.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
