About the Position: The primary purpose of this position is: To serve as the facility operations specialist responsible for a medical treatment facility characterized by equipment and facilities with complicated technical requirements that have no clear precedent or plan. This position is located within Army Health Clinic Fort Myer, Arlington Virginia.

Duties

Attend staff meetings to keep informed of hospital policies and activities and to provide information on facility operation and maintenance activities. Coordinate with other base organizations and various federal state and local officials to evaluate policies, procedures, and actual maintenance and repair activities. Oversee highly technical maintenance services often performed by contract to ensure performance of major and highly complex systems such as elevators, escalators, emergency power systems, piped medical gas systems, and liquid oxygen storage, etc. Plan and coordinate all work requirements and complex projects to maintain patient care buildings. Plan and estimate job orders for repair, alterations, equipment installation, and construction of facilities which are considered of urgent or high value. Prepare initial project scopes, descriptions, and justifications for necessary facility modifications when existing infrastructure cannot support valid mission requirements Manage and execute an annual budget; sustainment, restoration, and modernization (SRM) projects in programming, design, and construction; annual service contracts; and annual utility costs.

Requirements

  • This position may require the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • This position requires the incumbent to have tuberculosis testing.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position requires a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • This position may require up to 25% travel.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher -level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.
