This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as Senior Forestry Program Manager and Resource Management Forester, and as a technical authority on all aspects of forestry management, disposal procedure, program guidance, and financial accountability for USACE North Atlantic Division and Norfolk District.

Duties

Advise North Atlantic Division (NAD) and Norfolk District (NAO) and all other districts, partners, and their lower commands on various aspects of forestry on Civil and Military installations. Plan, program, and develop funding requirements and requests for the USACE NAD National Forest Product Sales and Agricultural and Grazing Outlease Programs. Conduct bid openings; review bids and when acceptable bids are not received, actively negotiate with purchasers for timber disposal. Oversee preparation and coordinate annual funding request and fiscal closeouts with USACEHQ and Department of Army. Review and draft Forestry/Agricultural (Ag) related USACE/Army policy for directorate coordination and approval.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5 % of the time.
  • The duties of this position require the incumbent to obtain and maintain a Real Estate Contracting Officer Warrant, within prescribed timeframe, to execute forestry product disposal contracts.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Forester: A. Degree: Bachelor's degree (or higher degree) in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas: Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. OR B. Combination of Education and Experience: Courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the experience qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: Providing long-range forestry program direction, timber disposal/management policies, and resource planning; Monitoring overall program execution and making adjustments, as necessary, to ensure individual project objectives, milestones, and budgets are accomplished within the overall program objectives; Applying expert knowledge of Timber and Agricultural communities of practice (CoP) budgetary processes and programs; Developing and requesting annual funding requirements for upcoming and ongoing forestry projects; Supervising issuance of invitations to bids, contracts, notices to proceed, change orders, supplemental agreements, and findings of facts related to real estate forestry matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
