The primary purpose of this position is to provide logistics technical advice/guidance to the installation and conduct oversight/surveillance/validation of contractor performance are compliant with requirements identified in Performance Work Statement in support of the Delta, mission goal and objectives. Duties

Serves as Electronic Technician Expert for highly complex, real-time critical system at the Eastern Range for manned and unmanned space launch as well as other range, missile, and rocket operations. Provides technical expertise in operation and maintenance of complex and sophisticated systems and equipment. System Support Expert. Acts as expert technical consultant to determine whether systems are operationally acceptable and safe within recommended guidelines. Provides technical guidance, training and assistance to other technicians and conducts on-the-job (OJT) training to apprentices in all phases of work.

  • Employee must be able to obtain and maintain a Secret clearance. Must be able to distinguish colors and shades of colors.
  • Indoor and outdoor work at equipment sites requires frequent walking, kneeling, bending, prolonged standing, working in strained and uncomfortable positions, and lifting/carrying moderate (15-44 lbs).
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission (CONTIN.)

  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.

  • Use of both arms and legs are required. Requires CPR certification and annual occupational exam and the wear of prescribed aural protection device. Outdoor work sometimes performed in inclement weather or limited light conditions.

Qualifications

In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Electronics Technical Series 0856. GENERAL EXPERIENCE: Applicants must have at least one (1) year of general experience at the next lower broadband NJ-02, equivalent to the next to lower grade (GS-05 TO GS-08) or equivalent in the Federal Service. General experience includes actively contributes as team member or leader. Recognized for functional/technical expertise. Promotes developmental opportunities for self and team. Advises others to seek specific training. Guides, motivates, and oversees others in accomplishing projects/programs. Assumes ownership of processes and products, as appropriate. Develops, integrates, and implements solutions to complex problems on projects/programs. Develops plans and techniques to fit new situations. Plans and conducts challenging and difficult technical activities for projects/programs. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Eastern Range launch mission systems and procedures with the ability to operate in high stress environment. In-depth knowledge of a wide range of electronic principles, theories, methods, and engineering tech design details, operating functions and test philosophies associated with mission communications equipment systems and sub-systems for launch operations. Detailed knowledge of a wide range of electronic principles and practices, operation parameters, capabilities, and limitations of electronic systems associated with air traffic control and weather radar equipment; and of systems and component design, capabilities, configurations, limitations, and functional operation; and of various types of electronic logic. Knowledge of safety regulations, procedures, and practices. Detailed knowledge of procedures for storage and handling of hazardous materials. Skill in the interpretation of technical data such as drawings, schematics, blueprints, and specifications of complete electronic systems; in analyzing problems in integrated/interfacing systems involving numerous complex circuits; and in using complex electronic and electromechanical test and measuring equipment using integrated test functions for different purposes. Ability to modify procedures, adapt equipment or techniques, and make departures from previous approaches to solve technical problems or improve system performance for highly complex electronic systems; to trace electronics logic from one system to another; and to establish and maintain effective working relationships to represent the organization in a professional manner. Ability to use computer terminal to enter and extract data to maintain records and document actions. Knowledge of computer operating systems programs, e.g., Unix, Linux, Sun Solaris; network types; network topologies; transport devices e.g., hubs routers, switches; and data communications equipment. Ability to receive recurring training to update knowledge of systems and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
