Duties
Provides position management and classification advisory and consultative services to a serviced agency's managers and supervisors on significant position classification, position management and organizational design issues.
Explains grade level characteristics to managers, supervisors and employees. Conducts position analysis and prepares position descriptions, evaluation statements and advisory decisions for support organizations.
Applies knowledge of the Fair Labor Standards Act (FLSA) and researches related law, guidance and precedent setting cases to support FLSA decisions.
Provides consultation to HR leadership on areas of program improvement. Coordinates with senior specialists and subject matter experts in other HR functional areas to ensure efficiency and effectiveness of HR life cycle activities for customers
Conducts audits of Position Management and Classification operations and actions to ensure compliance with Federal and agency law, policy, procedure and practice.
Exercises leadership, provides guidance and serves as a mentor to lower graded specialists and/or assistants.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as applying Federal civilian position management and classification concepts, rules, regulations, policies and practices to provide comprehensive Human Resources (HR) management advisory and technical guidance to serviced customers and HR Specialists, and advising management regarding complex position management and classification, organizational structure/design, or Fair Labor Standards Act issues.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
