The primary purpose of this position is to perform system administration, programming, maintenance and technical support and subscriber equipment, the outdoor mass notification system, and assigned communications and wireless systems.
Duties
Assists with system administration, operations and maintenance, technical support and functional administration systems, subscriber equipment and associated equipment and systems.
Assists with support of Personal Wireless Communications Systems and assigned radio-frequency communications systems.
Assists to maintain and support the GIANT VOICE outdoor mass notification system. Serves as a subject matter expert on system related issues.
Assists to develop, maintain and conduct a training program for Land Mobile Radio (LMR) customers.
Assists with the budgeting, procurement and planning of LMR, PWCS and Radio Frequency (RF) equipment and services. Performs other duties and projects as assigned.

- Work requires moderate physical demands. Physical demands involve lifting and moving LMRs, LMR system components, GIANT VOICE system components and radio systems.
- may be conducted at the locations where the equipment is installed, in the LMR office, or in field locations. Typically routine office tasks are performed in the LMR office.
- Files, documents, laptop computers, radios, system components, tools, test equipment, support equipment and various ancillary equipment may be carried among various work areas.
- Risks involve normal safety precautions encountered when handling system equipment in the office or where equipment is installed. Risks also involve those typically encountered with driving/traveling in the accomplishment of assigned duties.
- Certification in Security+ is desired.
- Duty may include temporary duty (TDY) away from the normal work center, travel to locations of installed equipment; travel for training, meetings, conferences, site-surveys, etc.
- Duty may also include an uncommon tour of duty to support system upgrades/installations, support exercises, real world missions, or hurricane response. Duty may include shift work to support exercises, real world missions or hurricane response.
- Duty may include a standby or on-call role, making incumbent available around the clock to respond to system outages, failures, contingencies and emergencies
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C, Telecommunications Series, 0391.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Undergraduate Education: 4- year course of study leading to a bachelor's degree: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. You MUST submit copies of transcripts with application.
OR
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. You MUST submit copies of transcripts with application.
OR
Experience: 3 years of general experience at the next lower-level broadband NH-1 equivalent GS-04 that provide a basic knowledge of telecommunications functions, problems, maintenance and/or solutions.
"IDEAL CANDIDATE STATEMENT" (WILL NOT BE USED FOR QUALIFICATIONS):
The ideal candidate would be a technician with a background in radio maintenance and electronics who will require very little training upon hiring.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of radio technology, radio-frequency (RF) theory and propagation, electronic theory, telephony and computer networking.
2. Knowledge of land mobile radio systems, associated equipment, devices and functional subsystems to troubleshoot, test, analyze performance sufficient to support the system.
3. Knowledge of computer networks, security and network systems administration sufficient to troubleshoot, optimize, update, recover, adjust and support system servers, routers, switches and other network equipment.
4. Knowledge of contracting officer representative procedures; knowledge and ability to fairly and objectively monitor, observe and evaluate contractor performance against established standards and baselines.
5. Knowledge of the latest advancements in land mobile radio (LMR) and personal wireless communications technology to initiate corrective or preventive action to ensure performance of the system.
6. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology.
7. Ability to communicate orally and in writing.
8. Possess the temperament, skills and ability to effectively deal with people, demanding requirements, challenging taskings and emergency and contingency situations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
