THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number D2515P01 or D2514P01 or D2513P01 and is part of the KS 190 Air Refueling Wing, National Guard.
This is NOT a Developmental Job Opportunity. Applicant will be hired into the Grade (07/09/11) in which they are deemed most qualified.
Duties
As a FINANCIAL MANAGEMENT ANALYST, GS-0501-07, 09 OR 11, you will Performs developmental assignments. Performs developmental assignments of moderate difficulty where work procedures are established, and a number of specific guidelines exist. Processes data and performs broad-in-depth financial analysis of interrelated accounting, military and civilian pay, accounts payable and receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associated with processing actions within Financial Management systems. Independently performs and examines financial management functions to ensure internal and external accounting systems and administrative controls are sufficient to confirm that obligations and disbursements comply with applicable laws, and that funds are safeguarded against waste, loss, and misappropriation. Reviews accounting and pay documents, travel vouchers, and vendor payments. Other duties as assigned.
Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period. Work schedule is subject to change based on mission requirements.

The position under this announcement is being filled using the National Guard Accelerated Hiring Authority (NG AHA). Selection will be made through a process without applying traditional competitive rating and ranking procedures
and where interviews are optional. Merit factors shall be the basis for selection. Merit factors are determined by the individuals' ability to perform the duties of the position. Merit is based on such factors as previous work experience, education, abilities, and competencies. In order to be referred, applicant must meet all general, specialized and education requirements of the position.
Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.

- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

- Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program
- Must be able to obtain and maintain the appropriate security clearance of the position within one year of appointment

GENERAL EXPERIENCE: Must have clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. Such as to apply and evaluate the applicant's competencies; military and civilian experiences, completed military and civilian education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments.
Skilled in collecting and analyzing data effectively, efficiently, and accurately;
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
Ability to write English in reports and presentation formats;
Ability to communicate clearly and effectively;
Skilled in presenting formal training presentations and briefings;
Skilled in applying procedures and directives by reading and interpreting program material
SPECIALIZED EXPERIENCE:
GS07/09: Must have at least one year experience at the next lower level, of basic finance program training or competencies that provided knowledge of financial principles and procedures. The applicant must have some understanding of the basic principles and concepts of the National Guard financial business program requirements. Must have knowledge of finance program experiences and competencies that provided knowledge of financial principles and procedures. An applicant must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. Must have the knowledge and understanding of pay operations, such as Military Pay, Civilian Pay, Accounts Payable and Travel Pay. Skilled in providing pay services that include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors. Competent to review and analyze pay accounts and knowledgeable of tax issues involving legislative rulings; or pay allowances and entitlements, or incentive and bonus pay circumstances.
GS 11: Must have at least one year experience at the next lower level, in finance program experiences and competencies that provided knowledge of financial principles and procedures. Must have an excellent under-standing of the basic principles and concepts of the Air National Guard financial business program requirement and experiences along with training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. Must have and excellent understanding annd knowledge of pay operations, such as Military Pay, Civilian Pay, Accounts Payable and Travel Pay. Skilled in providing pay services that include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors. Competent to review and analyze pay accounts and knowledgeable of tax issues involving legislative rulings; or pay allowances and entitlements, or incentive and bonus pay circumstances.

For GS 11 Position: Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
