Duties

As an Accountant you will be responsible for the following duties Serves as a senior operating accountant, and subject matter expert regarding agency operating accounting, financial and managerial issues. Provides highly complex management advisory and technical services on the most important and substantive operating accounting functions. Resolves accounting problems impacting programs which extend throughout the agency, and may impact the programs of other agencies. Revises, designs and adapts complex operating accounting and related financial management systems for installation and implementation to include creating innovative systems interfaces. Performs continuous analysis of existing financial policies, systems, and procedures throughout DLA in order to develop and effect proposed improvements; to include new or significantly modified agency operating accounting policies and procedures Provides accounting advice, guidance and assistance to finance and accounting offices within DLA J-8 on matters pertaining to agency accounting and financial management systems, such as; contingent liabilities, DLA wide inventory reporting, - -negative unliquidated obligations, funds distribution control, payroll (military and civilian), revolving funds, fixed assets, disbursements, business operations collections, and deposits of public funds and cost accounting.

  • This position requires DoD Financial Management Level 2 certification within 2 years in accordance with DoD Instruction 1300.26, DoD Directive 5118.03 and section 1599d of Title 10, U.S.C. Once obtained, you must maintain and improve proficiency.

Qualifications

To qualify for an Accountant your resume and supporting documentation must support: A. Basic Requirement: A Bachelor's Degree or higher in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. Applicants MUST submit a copy of their college transcripts from an accredited educational institution which reflects that an accounting or equivalent degree was conferred and the date conferred. Failure to submit your transcripts may result in lost consideration. OR A combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Applicants MUST submit a copy of their college transcripts from an accredited educational institution. Failure to submit your transcripts may result in lost consideration. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Requirement above, to qualify for the GS-14 grade level, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Defining objectives, interpreting DoD and DLA guidelines, advising other experts throughout DLA, and cascading guidance related to various applications of accounting practices. Assuming a team lead role in coordinating the mission and function for the assigned organization, coaching team members, organizing workload, and reporting back to the supervisor. Evaluating major operating accounting programs, such as cost effectiveness, strategic directives, legislative guidance, coordinating with DLA, DFAS, and other DoD entities. Performing complex analysis of accounting and related financial management policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
