The Pharmacy Program Manager for medication safety and information systems is responsible for assessment, design, integration, modification, maintenance and analysis of data, data management services, networking, and computerized medical record for Pharmacy Service. The pharmacy program manager coordinates the development and implementation of all pertinent information applications to support clinical practice, operations, administration, educational development, and research initiatives involving the pharmacy. The pharmacist must have a thorough knowledge of all pharmacy programs, VA medical record, BCMA, drug file management. In addition, the pharmacist must have a strong skillset related to report synthesis, customization and analysis with tools such as SQL and use of Microsoft applications. The individual will also assist with medication safety activities for the pharmacy service, including coordination of performance improvement activities, policies and procedures, and any regulatory recommendations that relate to medication safety. The pharmacist program manager must also have strong clinical practice and drug information knowledge. The incumbent is an important liaison between Pharmacy Service, Clinical Informatics, the Office of Information and Technology (OI&T), quality safety, and value services (QSV).
Program Management:
Serves as liaison between Pharmacy and VISN/National VA Pharmacy Council and OEHRM/OFC for the purpose of coordinating EHR implementation and sustainment.
Manages EHR related troubleshooting and supports Pharmacy personnel with EHR problem resolution.
Owns, and manages EHR tickets and change requests entries for the Pharmacy Service as per national local, VISN and Enterprise guidance.
Provides administrative, technical, analytical, and automated data processing (ADP) support to Pharmacy Service. Participates in Pharmacy Service information management managerial decisions, policy design, and compiles/submits annual ADP requests as indicated.
Coordinates and take a lead role in configuration changes to hardware, software, interfaces and other informatics systems to meet evolving and complex computerized initiatives (EHR, BCMA, Patient Interfacing Systems, AudioCARE, ScriptPro, Qmatic, etc.) and Pharmacy Service needs. Serves as the coordinator to ensure that systems are fully integrated, resources are utilized effectively and efficiently, and objectives are met.
Serves as a liaison between Pharmacy Service and OI&T, Clinical Informatics, HTM, Biomedical Engineering, and ADP coordinators from other services. Represents Pharmacy Service on Committees and workgroups as assigned by the Chief (BCMA, informatics, root cause analysis, quality, and patient safety etc.).
Serves as the coordinator for the implementation and verification of new software or applications, program development, enhancement, troubleshooting, and problem prevention related to Pharmacy Service. Serves as the liaison to other services on issues related to all pharmacy packages, to include the EHR system.
Serves as a member on local, VIS, and National pharmacy informatics and/or patient safety committees as applicable and assigned.
As requested by supervisory staff, works in concert with appropriate personnel with OI&T or Informatics staff to develop EHRM solutions to operational problems. When the desired functionality is beyond the jurisdiction of local expertise, initiates the appropriate reports to request functionality at the national level.
Manage or assist in the data management of pharmacy programs responsible for prescription dispensing including but not limited to the work queue monitor and dispense monitor to ensure timely receipt of patients' medications.
Designs computerized files, templates, and databases to obtain automated clinical and administrative data used by Pharmacy Service to produce clinical and managerial reports. Provides data upon request.
Coordinates ongoing, proactive processes to evaluate and improve safe medication management strategies.
Manage or assists with management of data collection, analysis, and review of medication safety.
Assists in ensuring pharmacy department is compliant with VA federal, state, and local polices and regulations.
Participates in medical center and pharmacy service quality improvement initiatives.
Education/Research:
Provides education to pharmacy and non-pharmacy staff and trainees on the operation of pharmacy packages and automation as needed.
Completes all assigned training by the due date.
Participates in self-development activities to maintain and improve professional competency.
May serve as a preceptor to pharmacy trainees.
Provides education to pharmacy staff and trainees on EHR system changes updates, hardware updates, and patient safety related material and changes.

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education
(1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
c. Licensure.
Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. § 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification.
Grandfathering Provision does not apply to this vacancy, as position is above full performance level for this occupation as described in the VA Qualification Standard for this occupation.
Grade Determinations:GS-13
(a) Experience.
In addition to the GS-12 Pharmacist requirements, must have 1 year of experience equivalent to the GS-12 grade level.
Facility Program Manager
Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages 5 single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs. Pharmacists assigned to this position must demonstrate the KSAs identified in subparagraph 3b(3)(b)1 above. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
