The Supervisory Administrative Officer is located in the Mental Health Integrated Care Community (ICC) of the Fargo VA Health Care System. They provide direct line support to all units comprising the Mental Health ICC. Responsibilities include interpreting, developing, and implementing administrative and business policies, defining administrative and operational requirements, and providing advice to leadership on related issues.

Duties

Major duties include but are not limited to: Responsible for strategic planning and direction, budgetary oversight, and the administrative management structure to support a comprehensive patient care delivery system. Supervise resource allocations to include equipment, space, staffing, and contracts. Address compliance, safety, resources, and other areas. Manage the recruitment, orientation, and retention of clinical and non-clinical staff. Implement internal policies and programs relating to equal employment, merit promotion, position management, and employee relations. Oversee the ICC policies to ensure compliance with all applicable regulatory entities. Develop and submit reporting requirements at all levels. Provide advice to the department and upper-level management on budgetary/fiscal, management and operational issues in support of program requirements. Approve requests for travel, training, supplies, equipment, and other recurring expenditures above budgeted funding levels. Develop, evaluate, and adjust organizational structure and management systems to accomplish the overall ICC mission. Supervise the administrative staff that provide support to the Mental Health service line. Prepare reports and maintains records of work accomplishments. Prepare and/or review procurement requests, writing, reviewing, and presenting scope of work. Develop and apply comprehensive methods for evaluating and improving clinical practice and the administrative support provided to the professional services within Mental Health. Perform other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Selective Placement Factor: Driver's license is required to commute between Fargo VA Health Care System locations/clinics. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing operational functions such as strategic planning and/or budgetary oversight; overseeing compliance with all regulatory entities; collecting/analyzing trends in data for use in quality improvement; directing/overseeing work; reviewing procurement requests; developing methods for evaluating and improving clinical practice; and preparing logistical studies to determine most effective utilization of resources. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Preferred Experience: Experience with supervision of a diverse workforce. Ability to recognize administrative work.
