This position serves as the Contract Specialist and provides procurement and procurement-related support to Navy Region Mid-Atlantic (NRMA) N9 Fleet and Family Readiness Programs. Incumbent provides specialized expertise in the procurement of supplies, services, and equipment.

Duties

Serves as a Contracting Officer, appointed by higher authority, with responsibility for the execution of contracts obligating funds on behalf of the United States within limits defined by the contracting officer warrant. Resolves problems from negotiations to assure clear contract terms/delivery schedules exist. Provides acquisition guidance/technical assistance to NRMA N9 personnel in interpreting procurement policies, reviewing statement of works, solicitations and contract requirements for supplies and services. The review includes directives, selection of sources, acquisition methods and documentation. Serves as technical expert/advisor to management, customers, and contractors in assignment area relative to the market, the industry, specifications, socioeconomic concerns, etc. Develops solicitations. Determines quantities to be procured, examines specifications to match requirements to various options available, identifies exceptions or changes needed in standard contract provisions, selects appropriate contract type, coordinates socioeconomic factors with appropriate activities, and makes determinations concerning minimum/maximum order limitations, method of award, origin/destination delivery considerations. Evaluates bids/offers for responsiveness to the particular solicitation and ability to perform the contract. Determines if competition is sufficient. Obtains reports and evaluates fiscal soundness, production capacity, quality control, present business commitments, previous record of performance, and other indicators of capacity to perform. Coordinates with technical specialists on bid samples, qualified products, and first article acceptance. Evaluates protests and mistakes in bid, and coordinates with Small Business Administration for a certificate of competency. Formulates the negotiation strategy, identifies areas subject to negotiations (e.g. price, quantity discounts, packaging, payment discounts, transportation, and delivery), consults with technical specialists concerning data submitted by offerors, and conducts extensive negotiations before and after award. Awards or recommends award for contract. Receives and analyzes purchase requests and other related documents for a variety of supplies and services unique to NRMA N9. Reviews all types of purchase requests for a variety of material, supplies, services submitted to determine the completeness, adequacy/accuracy of the information and compliance with regulations/policies. Coordinates/communicates with activities to ensure deficiencies are resolved prior to acceptance of purchase requests, ensuring the requirements meets all technical, legal, and regulatory requirements. Determines best method of procurement, such as formal negotiated contract, purchase order, delivery order, or purchase card. Selects appropriate contract type, contract terms, pricing provisions, applicable contract clauses, acquisition methods, and conducts negotiations for a wide range of contractual actions. Plans, directs, coordinates and manages the various contracting functions, including issuing solicitations; evaluating proposals, quotes, and bids; contract negotiations; modification of contracts and purchase orders; contract terminations; negotiating settlements; litigations; etc. Conducts business evaluations before a contract is awarded to include but not limited to, responsiveness of the bid or offer to the solicitation, evaluating cost or price proposal, and determining the responsibility of the contractor in terms of business operations and qualifications to perform the work. Performs contract administration functions on awarded contracts until the contractor has delivered required materials or services, the material or services have been accepted and paid for, and the contract is withdrawn, closed out, or terminated. Function may include assuring timely submission of required reports, negotiate contract modifications, terms and cost changes, issue cure or show cause notices to correct severe performance deficiencies, and close out contracts, assuring delivery of the contract end items and inclusion of final reports and clearances. Conducts proper contract termination actions prior to completion of the contract when required for convenience of the government or default of the contractor. Termination action may include preparing show cause and cure letters, reviewing contracts, including provisions/modifications, recommends approval or disapproval of contractor partial payment requests, and issues final decision termination when appropriate. Maintains liaison between N9 personnel and contractors in order to explain directives and policies, clarify contractual and/or technical requirements and obtain knowledge on current and projected requirements in order to develop adequate sources of procurement. Maintain up to an unlimited NAF contracting warrant.

Requirements

  • Must possess and maintain a valid driver's license. Travel requires the use of offical government vehicle.
  • Must pass all applicable records and background check.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Requires to ability to have and/or maintain a non-appropriated fund (NAF) contracting warrant within one of hire date and maintained throughout employment.

Qualifications

Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSAs. A qualified candidate possess the following: Knowledge of a wide variety of contracting methods and contract types sufficient to perform pre-award, post-award and/or contract price/cost analysis functions when the contract actions are not well defined or lacks precedence. Comprehensive knowledge of business practices and market conditions so as to evaluate bid responsiveness, contractor responsibility, contractor performance and other wide ranging contract actions. Knowledge of basic acquisition planning. Comprehensive knowledge of contract price and cost analysis/cost accounting techniques. Comprehensive knowledge of negotiation techniques. Comprehensive knowledge of statues, regulations and procedure to perform procurement functions. Knowledge of commodities or services and the industry sufficient to identify sources of supply, trends, economic factors and anticipated requirements. Effective communication techniques, oral and written. Good interpersonal skills.
