About the Position: Serves as a senior Construction Control Representative with the Santa Ana Dams Resident Office located in Corona, California.

Duties

This position is developmental to the full performance GS-11 grade. At the full performance grade, the employee will: Support one or more of the following program areas: Civil Works, Military, Hazardous, Toxic and/or Radioactive Waste (HTRW), Environmental, and Interagency- International Support, and/or emergency or disaster operations support. Perform Biddability, Constructability, Operability, and/or Environmental (BCO/BCOE) reviews of plans and specifications. Participate in pre-bid and pre-construction conferences informing contractor of requirements on construction scheduling, reporting, safety measures, and labor issues. Review contractor's proposed work schedules for logic, adequacy, and feasibility and determines if schedules will be met. Monitor contractor’s quality assurance and quality control (QA/QC) systems. Gather field data to negotiate contract modifications and claims. Compile data and prepare a variety of correspondence, reports, and documents throughout the contract and construction period. Attend safety meetings conducted by the Resident Engineer and/or contractor's representatives. As required, participate in emergency and disaster operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent is required to maintain a valid driver's license.
  • The incumbent must complete special training, licensing, certification, refresher courses, and/or permits, such as for OSHA 30.
  • This position has a lifting requirement of up to 50 lbs. in the regular performance of duties.

GS-11: One year of specialized experience which includes coordinating and planning construction methods and procedures with contractor personnel; evaluating construction projects for compliance with plans and specifications; inspecting construction work sites and work in progress for; AND performing quality control duties on large, moderate to complex, renovation and new construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
