About the Position:
Serves as a financial management analyst performing a wide range of financial analytic and management functions within the Office of the Assistant Secretary of the Army (Financial Management and Comptroller) (FM&C).
Duties
Reviews, analyzes, edits, manipulates and consolidates program and budget submission data.
Perform data analytics encompassing diverse types of data analysis to make conclusions about information.
Provides expert financial management guidance on programs to functional managers, PEOs, ACOM's, and other budget personnel.
Advises on agency-wide policies and controls for the obligation and expenditure of funds.
Serves as a procurement, RDTE, Military Construction, and/or Army Family Housing budget and financial expert for Army programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- Must obtain and maintain a Secret security clearance.
- May be required to travel 5% Temporary duty.

To qualify at the GS-14 level: One year of specialized experience which includes executing of wide range of programs within Agency procurement, Research, Development, Test, and Evaluation (RDTE), Military Construction, or Family Housing appropriations. Executing a budget to support short and long-range program goals and objectives and developing budgetary policy to provide an authoritative source of advice and assistance for other analysts in the formulation of budget estimates; implementing agency-wide policies and controls for the obligation and expenditure of funds. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-13 or above.
