Duties

The position would serve as an Outdoor Recreation Planner for outdoor recreation programs in the Worland Field Office. Primary duties focus on processing and monitoring special recreation permits associated with a variety of activities. The position manages recreation facility/site maintenance, repair, cleaning, and day-to-day operations. The position will ensure consistency with all existing regulations, policies, and directives, as well as with BLM Washington Office (WO) program direction.

For GS-05: In addition to meeting the individual occupational requirement, you must possess three (3) full years of generalized experience, 1 year of which was at or equivalent to the GS-04 level that is equivalent in difficulty and complexity as indicated by the following examples: Maintaining recreation facilities or trails Monitoring special recreation permits Developing and presenting interpretive programs or outreach activities Conducting patrols of recreation areas to monitor visitor compliance and resource impacts. -OR- Education: 4-year course of study leading to a bachelor's degree -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate undergraduate education. Undergraduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For GS-07: In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: Analyzing and evaluating services, projects, programs, and/or functions to assist with the development and execution of recreation plans/programs for natural resource utilization and/or recreation area development Assisting with evaluating the effects of recreation use on other resource programs, and/or public lands for their potential for recreation activities Assisting with analyzing and evaluating outdoor recreation interests, habits, and/or needs of diversified groups, and the means for meeting those needs Assisting with reviewing health and safety standards and/or recreation facility standards to determine corrective actions to be initiated. -OR- Education: 1 full year of graduate level education or superior academic achievement. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. For GS-09: In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: Assisting with coordinating one or more outdoor recreation programs to develop and execute recreation plans and programs that resolve planning issues for natural resource utilization and/or recreation area development Assisting with coordinating work with managers, planners, and/or resource specialists to identify recreation program needs on a local scale and/or to develop long and short-term outdoor recreation plans to address those needs Analyzing and evaluating services, projects, programs, and/or functions of one or more Outdoor Recreation Programs to determine when corrective action should be initiated Assisting with reviewing health and safety standards and/or recreation facility standards to determine corrective actions to be initiated. -OR- Education: Related master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR an LL.B. or J.D.. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work is primarily sedentary. However, there may be some physical exertion such as walking; hiking; standing; bending; carrying of items such as books and backpacks; driving an automobile or off-highway vehicle; operating a small boat, etc. Work Environment: Work is typically performed in an adequately lighted and climate controlled office. Occasional travel may be required. The position may be required to visit field sites where risks may include exposure to inclement weather and potential injury from falls, strains, bites, stings, etc. The incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or designated by the Safety Officer. Above duties are for the GS-05 level. At the higher-grade levels, less assistance, instruction, guidance, oversight, review, and supervision will be provided.

Individual Occupational Requirements

Education

Undergraduate and Graduate Education: Major study -- outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation.

Experience

General Experience (for GS-5 positions): Experience that provided a knowledge of the requirements and practices of outdoor recreation planning or natural resource utilization and conservation.

Specialized Experience (for positions above GS-5): Experience that demonstrated the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. Examples of qualifying specialized experience include:

  • Ability to deal with people of differing backgrounds and behavioral patterns.
  • Analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs.
  • Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve.
  • Preparation or review of plans and programs for natural resource utilization and recreation area development.
  • Solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment.
