Duties

PRIMARY PURPOSE: To serve as a Project Manager with responsibility as project analyst, and manager in the design, development, testing, configuration management, sustainment and documentation of complex training devices and simulator systems. DUTIES: Plans, organizes, and directs the production activities of the organization Serves on and leads Integrated Product Teams and working groups composed of various functional disciplines engaged in developing and recommending product development proposals and implementation plans. Provides continuous assessment and evaluation of overall project goals, objectives, strategies, performance to ensure a sound basis for long-range training device development, project management processes and follow- on product life cycle support planning. Represents the organization at executive levels within the Government and to contractor/industry representatives. Serves as process improvement implementer, over-seeing execution of Continuous Process Improvement (CPI) and Air Force Smart Operations for 21st Century (AFSO21) effort.

  • Frequent TDY travel required to attend conferences, meetings, and other functions away from the duty site.

Qualifications

In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include knowledge of analytical and evaluative methods including a wide range of qualitative and quantitative techniques, to select and apply appropriate project evaluation and measurement techniques, measure compliance and accomplishments, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of training products and services; knowledge of pertinent laws, regulations, policies and precedent that affect the Training Development Flight's operations and their support functions; knowledge of project development practices, policies and procedures sufficient to oversee the development of training devices systems for use by other offices including those in separate MAJCOMs; knowledge of the major issues and problems faced by the Training Development flight needed to develop solutions independently in order to resolve common problems and create recommendations for problems of a unique or complex nature; knowledge of the military command structure, missions, roles, functions, organizational structures, and operation of the DoD, Agency, and user commands that govern, interface with, and/or influence the systems acquisition process and integrated life-cycle management of training systems and sustainment activities; knowledge of oral and written communications sufficient to deliver briefs to management concerning progress, recommendations for changes and requirements for the overseen projects; knowledge of analysis techniques and methods sufficient to analyze cost benefits, cost projections, budgetary tradeoffs, fiscal strategies, and programmatic factors to produce fully justified options and defend fiscal recommendations for presentation to management; and knowledge of training systems equipment requirements, design, and functionality and ability to apply this knowledge to difficult and unusual acquisition, modification, sustainment and logistics support situations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the laws, principles, policies, and practices of project management to analyze policy and methods to develop process improvements. Knowledge of safety, records management and security regulations, practices, and procedures. Knowledge of life-cycle systems logistics support; logistics management principles, concepts, policies and regulations; logistics functions; programs and systems; and sustainment and technical requirements (operation, modification and support) for training system equipment. Knowledge of systems engineering concepts that focus on transforming customer needs, expectations and constraints into training product solutions and support these product solutions throughout the lifecycle of products based on continuous process improvement principles. Skill in staff level planning, organizing, and overseeing critical aspects of development, production, and support of systems, subsystems, or equipment and to develop innovative solutions to meet critical deadlines in a time-constrained environment. Ability to communicate both orally and in writing, clearly, concisely and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
