A supplemental pay increase of $20,000 or 50% of base pay per year, is authorized under Bipartisan Infrastructure Law and continuing resolutions.
Duties
Receives and dispatches assigned or transient tactical and logistical aircraft and crews at the base.
Provides managers and/or pilots with daily or more frequent briefings, detailed aircraft resource order information and verifies the validity of information prior to dispatch.
Provides or arranges transportation, lodging and meals for transient flight crews.
Coordinates base training and serves as an instructor for courses in aviation safety, air tanker capabilitiesand limitations, retardant mixing and quality control and air tanker, air attack base operations.
Establishes safety procedures and guidance for ramp operations, and retardant mixing and loading.
Provides frequent safety/operational procedure briefings to pilots, contractors, and base personnel.
Identifies and recommends base budgetary needs, including recommendations for equipment, supplies, and training necessary for safe and efficient base operations.
Acquires supplies and materials through the agency procurement process.

Qualifications
Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:
1. You must possess and maintain a valid state driver's license while employed in this position.
2. You must have possessed the following National Wildfire Coordinating Group (NWCG) incident management qualifications to be considered eligible for this position (currency is not required):
Airtanker Base Manager (ATBM) or Single Engine Airtanker Manager (SEMG)

To qualify for the GS-09, you must have one year of specialized experience equivalent to the next lower grade level GS-08 in the federal service. Specialized experience at this level is defined as experience on an Airtanker/SEAT Base performing work associated with and coordinating aircraft during initial or extended attack of wildland fires. This experience should include lead responsibilities such as overseeing retardant and SEAT contract in the absence of the supervisor; assisting in administrative requirements (e.g. documentation related to daily flight and cost data, landing fees, use of retardant/equipment/personnel, and/or daily operations worksheet, pilot duty-day log and cost summary), ensuring safety in the RAMP area during fire operations; and coordinating with dispatch, managers, and duty officers on aircraft and base status.

Education: Two years (36 semester hours) of progressively higher graduate level college education or a master's degree in a field directly related to the work of this position.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits (normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION.

Physical Demands: Long irregular hours are required, much of it occurring during periods of fire operations. Frequent standing, walking and long periods outside in high temperatures and direct sunlight may be required while working around multiple arriving and departing aircraft.
Work Environment: Majority of activities are performed in an airbase environment, both inside and outdoors. Extreme variations in temperature and climactic conditions are common. Work requires use of safety equipment including hearing and eye protection and high visibility clothing. Exposure to irritant chemicals is possible. The work involves exposure to operating aircraft that result in high noise levels and exposure to turning propellers, pro wash, jet intake areas and jet-blast, and flying dust and debris.
