This position is located in Nespelem, Washington at the Colville Service Unit Portland Area Indian Health Service. The purpose of the position is to serve as a full deputy to the Health Systems Administrator, with equal sharing of management and supervision of the service unit.

Duties
Incumbent has responsibility as a full deputy to the Health System Administrator, responsible for managing, supervising, planning, and analyzing the workload for the service unit.
Assess and evaluate the operational environment, use sound judgment and decision-making to resolve problem areas, and provide overall direction for health services.
Plan, organize, implement, direct, evaluate, and revise functional administrative/management areas of the clinical services, allied health services, and coordination with Purchase Referred Care.
Establish, implement, monitor, and evaluate a Colville Service Unit-wide internal review and quality improvement system. Ensures conformity with standards of accreditation (i.e., Associate for Ambulatory Accreditation of Health Care Organizations (AAAHC)), quality
Oversite of improvement plans, Governing Board By-Laws, Medical By-Laws, especially pertaining to credentialing and privileging of providers and ongoing changes in regulation requirements for Medicare/Medicaid certification.
Provide financial management expertise.
Monitor all personnel management activities within the service unit health care system; that includes personnel actions, disciplinary and grievance actions, recruitment, selections, training and development.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
