The incumbent serves as a Watch Officer in the Operations, Safety, Security, and Preparedness (OSSP) Directorate, Office of Mission Support (OMS), Veterans Benefits Administration (VBA).
Duties
The incumbent supports the mission of the Directorate, reports to the Emergency Management Team Supervisor, and serves as a key team member of the Emergency Management Team. The incumbent is an integral part of a multidisciplinary that assists in the development and implementation of Operations, Safety, Security, and Emergency Preparedness policies and procedures to minimize risks to personnel, facilities, programs, and operations. Duties are identified below:
Receives, integrates, analyzes, disseminates, tracks, and archives information concerning continuous operations and emergent situations/incidents. Gathers, analyzes, and fuse data/information obtained from numerous sources in order to assess and communicate relevant information to VA leadership about actual or potential impact to VA's operational readiness (facilities, services, etc.) in the form of incident reports and situation reports (SITREPS). Reports must be prepared with complete accuracy of information, style, format, grammar, and spelling as these products are provided to senior executive management within the Department.
Coordinates with other Site staffs to determine the overall operational readiness of the Department and prepares feedback to the Assistant Secretary for Operations, Security, and Preparedness for use in briefing VA Senior Leadership. Maintains operational communications with all Administrations, Staffs, and Program Offices, VBA field offices and other Federal authorities with limited or no direct supervision.
Ensures that intelligence, incident reports and communications are logged and forwarded to appropriate parties in accordance with established VBA Watch Officer and VAIOC standard operating procedures. Maintains, manages, and takes appropriate actions on all incoming and outgoing communications (voice, written, and data) with VAIOC personnel, VA leadership, staff offices, and components as directed.
Maintains and updates, as necessary, all call-down and recall rosters of key VBA leadership. Coordinates and is readily prepared in conjunction with the VAIOC for routine and unannounced Continuity of Operation Program (COOP) and major exercise.
In conjunction with the VAIOC develops, maintains and monitors VA procedures to support the Crisis Response Team (CRT) and COOP activation. Coordinates in conjunction with VA IOC the development and publication of standing operating procedures, plans, detailing instructions, after-actions reports, and lesson-learned critiques.
Responsible for operation and troubleshooting VAIOC communication systems assigned to the VBA Watch Officer Desk, both wired and wireless via secure and non-secure modes to ensure uninterrupted communications.

Qualifications

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-13 position you must have served 52 weeks at the GS-12 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level:
Specialized Experience: Applicants must have one (1) year of specialized equivalent to at least a GS-12 that has equipped them with the knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience includes:
Experience in continuity of operations concepts and emergency management programs.
Experience in applying analytical techniques and evaluation methods to improve operational response effectiveness and predictive analysis.
Experience in emergency planning principles and contingency operations in order to conceptualize, develop, and/or modify program policies, procedures, and methods.
Education Substitution: There is no education substitution at this grade level.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary, with some walking, standing, and carrying of light objects required. The incumbent may participate in exercises or actual emergency situations, which could require adaptation to unusual environmental conditions. The position may require extended hours to meet critical needs and deadlines, and to devise corrective actions and solutions to unexpected issues or events.
