The purpose of this position is to provide administrative and technical support in the
areas of purchasing, supply, inventory management, and facilities operations to one or more of six
facilities within Member Services (MS).
This is not a virtual/remote position. Selected candidate must report to the duty location in Atlanta, GA.
Duties

Major duties include but are not limited to:
Purchasing Card Duties:
Ordering supplies, equipment, and services, including minor construction, for all the Member Services locations and supported customers in accordance with federal purchasing card rules, regulations, and expenditure limits.
Contacting various vendors in accordance with the required sources of supply identified within the Federal Acquisition Regulation (FAR) part 8 to complete purchases.
Works with various vendors to negotiate cost savings whenever possible.
Develops and maintains a base level of various supply items that each MS location requires on a continual basis to meet business operations.
Maintains, updates, and utilizes Generic Inventory Package (GIP) for all consumable expendable office supplies and provides required reports to assist in accurate ordering and accounting of supplies.
Supply and Inventory Management:
Providing on-site inventory management support and working as part of a team by maintaining accountability for all VA equipment that is used throughout all Member Services locations.
Examines items received; notes overages, shortages, or any damages incurred in shipping; and contacts the vendor and/or other responsible party for resolution.
Determines delivery site of receipted items; sorts and delivers all incoming supplies to appropriate division locations
Observes items having high annual dollar sales value, fast moving items, or items which are likely to become excess.
Facility Operations Support:
Assists the Facilities Operations Specialist (FOS) by providing technical and administrative support on various facility related issues.
Coordinates with local VAMC, military installation garrison, or lessor for service request orders.
Provides support in conducting and documenting recurrent required inspections of building and equipment.
Exercises tact and public relations skills in resolving complaints and completing requests for services.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
Note: Advancement to positions up to GS-5. Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment
For a GS-05 position you must have served 52 weeks at the GS-04 level
For a GS-06 position you must have served 52 weeks at the GS-05 level
For a GS-07 position you must have served 52 weeks at the GS-06 level
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS 05 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience include:
Using a purchase card for routine purchases
Performing physical inventory counts
Performing routine restocking
Performing basic data entry and taking routine incoming calls or queries regarding inventory levels
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first two years (60 semester hours or equivalent quarter hours) .
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
GS 06 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience include:
Inputting inventory and supply data into an accounting system
Applying numerous laws, regulations, policies and procedures to provide customer and organizational support in the areas of purchasing, supply and inventory management and facilities operations
Monitoring inventory status of items
Assisting with ordering, storing, and delivering supplies and equipment
Preparing effective written responses, reports, and summaries
GS 07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience include:
Receiving Purchase Order Requests (POR) and utilizing KANVISTA (or similar system)-a general accounting software, to generate a Purchase Order (PO)
Maintaining a predetermined base level of various supply items to meet business operations
Ensuring all ordered items are distributed to and received by the appropriate location(s)
Performing a combination of tasks associated with the receipt, storage, issue and replenishment of a wide variety of supplies, forms, and publications
Examining items received, noting overages, shortages or any damages incurred in shipping and contacts the vendor and/or other responsible party for resolution

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: While portions of the work are sedentary, another portion requires stooping, bending, and lifting to transport file records, supplies, equipment, furniture, heavy packages, and items alike that can weigh up to 60 pounds or more. Heavier items are moved with assistance from co-workers.
