This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as an electrical engineering specialist in the Electrical Section responsible for development of Design Build RFPs, Design Bid Build designs, plans, and specifications for interior building electrical, exterior primary and secondary distribution systems.

Duties

Designs projects of a complex nature, which includes planning, design analysis, contract drawings and specifications for In-house Design Bid Build (IHDBB) full design packages. Reviews projects of a complex nature, which includes plans, design analysis, design details, contract drawings and specifications produced by Architecture-Engineering (AE) firms for AE Design Build (AEDB) or AE Design Bid Build (AEDBB) projects. Consults with other elements of the District or other sections of the Branch regarding discrepancies or changes in criteria and design of specific features, additions or alterations to existing facilities. Performs field trips for the purpose of providing advice, consultation, investigation, and inspection of all electrical aspects of work during construction and upon project completion.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

The entry requirement requires completion of education or a combination of education and experience sufficient to be comparable to that normally acquired through the completion of a four year course of study with a major in the professional or scientific field. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service(GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. OR Specialized Experience for the GS-09: One year of specialized experience which includes searching technical reports to obtain information relating to design projects; applying engineering formulas to design calculations; developing plans, drawings, and specifications; and Review and approve contractor's construction schedules and quality control procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service(GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering or Computer Science. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience for the GS-11: One year of specialized experience which includes 1) providing technical and quality assurance support of electrical features for military, environmental and/or civil works projects; 2) reviewing construction contracts submittals to evaluate the adequacy and practicability of the equipment or system design in conformance with contract requirements; and 3) assisting in the preparation of contract change documents including scope, schedule, and budget or design experience in electrical systems on military, environmental and/or civil works projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service(GS09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as those indicated above under Basic Education. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience for the GS-12: One year of specialized experience which includes 1) Designing projects, which includes planning, design analysis, contract drawings and specifications for In-house Design Bid Build (IHDBB) full design packages, 2) Reviewing projects, which includes plans, design analysis, design details, contract drawings and specifications produced by Architecture-Engineering (AE) firms for AE Design Build (AEDB) or AE Design Bid Build (AEDBB) projects 3) Providing advice, consultation, investigation, and inspection of all electrical aspects of work during construction and upon project completion. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 level, there is no education substitution for experience, you must qualify based on specialized experience.
