This position will be located will be located in the Support Services at the St. Petersburg Regional Office, Bay Pines, FL and Roanoke Regional Office, Roanoke, Virginia. The incumbent performs accounting, civilian payroll, and accounts receivable functions in accordance with applicable laws, regulations, policies, and procedures under the supervision of the Supervisory Financial Administrative Specialist.
Duties
Major duties and responsibilities include, but are not limited to:
Provides input into the accurate solution of, and reply to, payment inquiries when problems exist.
Prepares simple audits of benefit awards and provides input into more complex audits of benefit awards. processes basic fiscal transactions
Including one-time, special payments and out-of-system payments to bring accounts to status. - Processes basic one-time payments associated with the Equal Access to Justice Act, chapter 31 employee adjustment allowance, and Chapter 31 Revolving Fund Loans.
Processes check tracers for Veterans and their beneficiaries for claims of nonreceipt and initiates reclamation action, when it has been determined that payments were routed to an incorrect financial institution or account.
Assists in maintaining a system of accounting records for all financial management system transactions within the Regional Office
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement 08/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-05 position you must have served 52 weeks at the GS-04.
For a GS-06 position you must have served 52 weeks at the GS-05.
For a GS-07 position you must have served 52 weeks at the GS-06.
In addition to time in grade requirements, you must also meet the specialized experience described below:
GS-5: You must possess at least one year of specialized experience, equivalent in difficulty and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors. Specialized experience is defined as experience in a payroll/accounting system, approving vouchers, financial audits or monitoring a budget system ensuring expenditures are in compliance with applicable laws and regulations. This experience in the Federal service include:
- Entering requests into various systems; Assisting with timekeeping duties. - Computing pay requests after supervisor validates research of technical manuals. - Processing financial actions under strict supervision; and - Using payroll systems and actions required to input, correct, and obtain information under supervision.

You have successfully completed 4 years above high school. (You must provide supporting transcripts).
OR,
Possess a combination of specialized experience as described and education as described and when combined equal 100% of the total requirement. (Must submit transcripts.)
GS-6: You must possess at least one year of specialized experience, equivalent in difficulty and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors. Specialized experience is defined as experience in a payroll/accounting system, approving vouchers, financial audits or monitoring a budget system ensuring expenditures are in compliance with applicable laws and regulations. This experience in the Federal service include: - Computing pay requests through independent research of technical manuals. - Processing recurring official pay adjustment documents. - Using automated payroll systems and actions required to input, correct, and obtain information independently. - Advising on pay plan systems in accordance with company guidelines/regulations; and - Providing technical advice to all employees regarding payroll, time and leave matters.
There is no educational substitution at this grade level.
GS-7: You must possess at least one year of specialized experience, equivalent in difficulty and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors. Specialized experience is defined as experience in a Federal payroll/accounting system, approving vouchers, financial audits or monitoring a budget system ensuring expenditures are in compliance with applicable Federal laws and regulations. This experience in the Federal service include: - Performing quality reviews of Federal pay request actions; Researching and troubleshooting unusual or one-of-a kind Federal pay adjustments. - Auditing and reconciling various advanced payroll reports. - Providing senior-level technical advice to Federal employees regarding payroll, time and leave matters.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
