Duties

Determine the most efficient and economical rates and routes for the movement of freight all over the world to non-recurring points, ports, or foreign destinations. Determine the carrier and compares costs in order to select the most efficient, economical, or expeditious method of shipment (motor, rail, freight forwarder and/or air shipment) of explosives and inert materials. Coordinate the loading, arranges message reporting, schedules the movements, and keeps assembly of equipment as necessary for larger shipments. Evaluate discrepancy reports to identify trouble spots and make recommendations to avoid future difficulty. Audit billing from commercial carriers for proper funding, freight rates, and for services provided.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must obtain Ammo-62 Technical Transportation of Hazardous Materials Certification within 6 months of appointment into the position and complete the Re-certification Training every 2 years.

About the Position: As a Freight Rate Specialist you will be responsible for determining the most efficient and economical rates and routes for the movement of freight all over the world to non-recurring points, ports, or foreign destinations and carries out program planning, program evaluation, and technical advisory assignments that require technical solutions to specific traffic management questions, problems and projects. OR Education: successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college, or university. (Note: You must attach a copy of your transcripts.) OR Combination of experience and education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-04). To qualify at the GS-06 level, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-05). Specialized Experience: is defined as utilizing traffic management policies, regulations, procedures, and transportation methods and practices. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05). To qualify at the GS-07 level, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-06). Specialized experience: is defined as utilizing traffic management policies, regulations, procedures, and transportation methods and practices; using the principles and factors governing freight classification to select the appropriate transportation modes, routes, and rates to move hazardous material ammunition and ammo related components to stateside and foreign locations. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).
