The position is located in the Capital Asset Policy, Planning and Strategy Service (CAPPSS) of the Office of Asset Enterprise Management (OAEM), Office of the Assistant Secretary for Management (OASM) in VA Central Office (VACO). CAPPSS responsibilities include budget formulation, compiling/producing the Department's Long-Range Capital Plan,executing the Strategic Capital Investment Planning process, review/approval of VA capital program operating plans, and office budget planning and execution.

Duties

Develop and promulgate Departmental capital policy to govern the acquisition, management, and disposal of capital assets. The policy will facilitate a life-cycle focus, ensuring all capital activities, from acquisition through disposal, are accomplished in concert with the Department's strategic vision. Assist the Service Director in the coordination of the associated Financing Plan in order to implement the long-term Capital Asset Plan. The financing plan proposes the most appropriate mix of appropriated and non-appropriated funds and coordinates the use of both public and private ventures in order to carry out the long-term Capital Asset Plan. Create and provide program specific guidance for developing capital asset plans and processes for investment review. Issue guidance for specific programs (e.g., non-recurring maintenance, enhanced-use, energy savings performance contracts, leasing, sharing, etc.), compliant with directions from Office of Management and Budget, Government Accountability Office (GAO), and Congress Prepare legislative proposals to provide flexibility in managing VA's capital assets or to clarify existing language from Congress. Independently, or with minimal assistance, identify intrinsic issues, collect essential data/information and conduct analysis with regard to policy development and generation. Demonstrate knowledge of the Federal Budget formulation process. Demonstrate technical capabilities to review, develop and execute financial and budgetary materials and contribute to financial and budget formulation documents. Prepare reports, correspondence, policy statements, recommendations and briefings for high level executives and decision-makers. Work with program and staff office representatives to develop annual capital budget requests internally and externally. Prepare cost estimates, monitor and report on office budget execution. Prepare budget plans and execution performance reports. Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2024 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For a GS-12 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Physical Requirements: The work is principally sedentary in an office environment. However, the incumbent is required to travel periodically to gather and provide technical information and expert advice, make presentations and conduct training and assessments at field facilities, and participate in meetings and other events around the country. Traveling requirements may include carrying and transporting handouts, presentation equipment, and display(s). The work involves normal risks or discomforts associated with an office environment. The work area is usually adequately lighted, heated, and ventilated.
