About the Position: The incumbent will serve as Equal Employment Opportunity program manager and principal advisor to the District Commander and District Engineer on the Equal Employment Opportunity Program; and is located in Detroit, MI.

Duties

You will lead among management officials and rank and file employees in eradicating discrimination and achieving objectives of the program. You will advise managers and supervisors on the Equal Employment Opportunity complaint process to assist them with their responsibilities. You will select and train counselors who are available to employees/applicants that believe they are being discriminated against because of race, color, religion, sex (including sexual harassment), age, national origin or physical or mental handicap. You will supervise and coordinate special emphasis programs for the Special Emphasis Program Managers. You will manage, develop and administer the district program for processing informal and formal EEO complaints of discrimination. You will evaluate and prepare reports on the EEO Program.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources, Employment Law, Business Management/Business Administration, Psychology, Sociology, Criminal Justice, Humanities, or Counseling or a program that concentrates on compliance and enforcement; administrative, management, and consulting; and/or personnel administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes demonstrating knowledge of Federal Equal Employment Opportunity (EEO) Laws, regulations, policies and relevant precedent decisions; experience in the use of fact-finding, problem solving, and negotiating resolutions of problems between management and employees; prepare EEO reports; advise or train employees and managers on equal opportunity rights. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
