You will serve as a TECHNICAL INVESTIGATOR of NCIS. All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.

Duties

You will identify hazardous conditions that could facilitate technical surveillance; and identify technical and facility security weaknesses. You will install and operate technical and counter-surveillance equipment to accomplish investigations and inspections. You will research and analyze intelligence information to identify potential technical surveillance devices in espionage operations directed against DON installations, both in the United States and abroad. You will perform a complete electronic, visual, and physical security examination to ascertain that the area is free of technical security hazards and weaknesses, and identifies any physical security vulnerabilities. You will conduct investigations of suspected, alleged or actual violations; locates, identifies and neutralize cover channel communications.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • You must meet the qualifications and be certified to carry a firearm. You will need to maintain firearm proficiency.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to successfully complete a pre-appointment physical examination.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Identifying and assessing technical and physical security weaknesses and vulnerabilities; analyzing and evaluating physical and technical security data and posture. Journeyman knowledge of technology, in at least one of the following disciplines: engineering, electronic technology, electromagnetic spectrum, information technology equipment, telecommunication infrastructure, HVAC/SCADA, building construction, networks and network protocols, computer programs. Technical Skills, including reading and developing schematic diagrams, electrical drawings, and building plans, selecting and operating electronic equipment, using and developing test equipment and tools, surveying, evaluating, documenting, and using computer software. Intellectual Skills, including oral communication, writing, reporting, research, knowledge management, and self-development. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Knowledge of technology, in at least one of the following disciplines: engineering, electronic technology, electromagnetic spectrum, information technology equipment, telecommunication infrastructure, HVAC/SCADA, building construction, networks and network protocols, computer programs. Intellectual Skills, including oral communication, writing, reporting, research, knowledge management, and self-development.
