This position serves as the IT Specialist (Applications Software/Artificial Intelligence) in the Office of the Chief Information Officer (OClO).

This position is inside the bargaining unit.
Duties
At the GS-9 level, tasks are more restrictive and performed with the assistance and guidance of a higher-graded specialist or team lead. The incumbent will complete assignments, projects, and any other on-the-job training activities, including courses or classroom training (as assigned by the supervisor) which develop skills or knowledge needed to progress to the next higher grade level.
Major duties include, but are not limited to:
Collect and preprocess data in response to operational challenges then builds and trains algorithms.
Develop data ingest and data transformation architecture.
Configure and customizes vendor-provided packaged software and may help develop platforms such as data engineering, developer tooling, or Machine Learning (ML).
Collaborate within and across the organization to resolve technical problems and provide end-to-end support for platform and application management services.
Document the AI model including its architecture, algorithms, and data privacy measures.
Design and execute test plans and evaluates results to ensure quality standards are met as well as compliance with policy and procedure before deployment.
Performs other duties as assigned.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
Applicants must demonstrate proof of meeting one of the below minimum qualification requirements, that is, either the requirements specified in Education or the requirements specified in Experience and Specialized Experience as follows:
Education
Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree. Degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR the degree provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.

Experience
IT-related Experience; experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience must have demonstrated each of the four competencies listed below.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail. An experience indicator at this level includes planning, prioritizing, and organizing one's own work.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. An experience indicator at this level includes orally presenting information and ideas in an understandable manner.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. An experience indicator at this level includes orally presenting technical information in an effective, professional, and understandable manner in formal settings; engaging in discussions and sharing of information with co-workers or team members.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. An experience indicator at this level includes resolving simple or routine situations that impact one's own work; gathering and applying information from standard materials or sources; investigating and collecting needed information to outline a proposed solution to a simple problem; utilizing various sources to conduct research to acquire information sufficient to support decisions and problem resolution recommendations; gathering and analyzing facts and drawing logical conclusions.

Specialized Experience
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07, in the federal service. Specialized experience is defined as the following:
Experience developing, maintaining and implementing machine learning and natural language processing systems.
Experience collecting, organizing, analyzing and interpreting data sets used to support projects or programs.
Experience writing code to conduct analyses using at least two of the following languages or statistical software or technologies: Python, R, SAS, Stata, Julia, Matlab, Octave, or Spark.
Experience developing and training custom AI models.
Education
