Duties

Stock Supply methods to ensure procurement are fair and at a reasonable cost to the government. Work closely with laboratory leadership and technical supervisors to ensure contract requirements are accurately prepared to compensate for year-to-year workload increases. Assist with preparing contract modification memoranda when it is determined current contract requirements are insufficient. Develop and prepare statements of work (SOW), performed work statements (PWS). Ensure that contractor performs services and care in accordance with (IAW) the Performance Work Statements (PWSs) and guidelines of the Quality Control Plan. Assist with initiating, updating, and purchasing of laboratory equipment as those requirements become necessary. Conduct extensive research to initially locate potential suppliers when buying specialized items of Veterans Administration (VA), General Service Administration (GSA), and Federal Supply Schedules. Make purchases against an established contract or blanket purchase agreement. Compare obligations, expenditures, and identified conditions of over or under obligation of funds.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
  • . This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Supply Management, or Logistics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationContracting/ProcurementInventory ManagementTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
