About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W0G1AA US ARMY FUTURES COMMAND.

Duties

Provide support to the Army Futures Command (AFC) Command Personnel Security (PERSEC) Program. Support inspections/assessments, training, and education, security and suitability determinations, and policy development. Coordinate initial or follow-on reports of possible Threat Awareness and Reporting Program (TARP) incidents to the 902nd MI Group (INSCOM). Document foreign travel and derogatory information via the DOD Central Adjudication Facility (CAF) portal and internal records. Coordinate badging and access control standards for Army Futures Command HQ facilities. Assist with managing the Personnel Security Investigation – Center of Excellence (PSI-CoE) electronic personnel security questionnaire program in support of the Continuous Evaluation Program (CEP) and the Pre-Appointment Security Program. Utilize the Defense Information System for Security (DISS) to process visit requests and routinely update the Security Clearance Access Roster (SCAR) to control access to AFC HQ facilities. Evaluate adverse/derogatory information received and provides recommendations on security clearance suspensions/denials. Determine the scope and type of background checks/investigations required commensurate with agency mission requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • May require Temporary Duty (TDY) travel up to 20% of the time.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).

Qualification Requirements for the GG-09 Level To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as 1) Experience initiating personnel security clearance investigation requests. AND 2) Utilizing an automated security database to verify and/or maintain personnel security (PERSEC) files. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. OR A Master's Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Political Science, International Relations/Foreign Affairs, Geography, Security Management/Administrations, Criminal Justice, Psychology, History, or Law. (NOTE: Transcripts must be submitted with application). OR A Master's Degree or Law Degree (LLB or JD) that is supplemented by at least 15 semester hours or 22 quarters hours that are closely related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (18 semester hours) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (NOTE: Transcripts must be submitted with application). You will be evaluated on the basis of your level of competency in the following areas: Personnel Security Oral Communications Technical Competence Qualification Requirement for the GG-13 Level To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience 1) Developing and/or implementing personnel security (PERSEC) policies and programs. AND 2) Determining suitability of individuals for entry and retention in sensitive positions. AND 3) Applying security program management techniques and regulatory requirements to resolve security policy and procedural problems involving the oversight of PERSEC programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. You will be evaluated on the basis of your level of competency in the following areas: Oral CommunicationPersonnel SecuritySecurity Program ManagementTechnical Competence Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
